Buffer Zones At British Abortion Clinics Aren’t Enough To Prevent Us Backsliding On Reproductive Rights

A few streets from where I live stands a building with a heavy-duty padlock on its imposing, iron gates. It looks impenetrable and, outside of working hours, that’s just how the staff want it. This is my local abortion clinic, one of many providers in England and Wales to have been targeted by increasingly vocal protestors, standing on the pavement outside, causing distress to the patients and nurses who walk through its doors.

I’ve seen them myself, while on my way to the Tube or popping to the shops – putting up posters, waving placards printed with Bible verses, handing out leaflets and trying to dissuade women from going inside. They hold rosary beads, praying loudly; I’ve been told you can sometimes hear them inside the consultation rooms. Can you imagine?

Hopefully, we’ll no longer have to. From 31 October, a new law will introduce safe access buffer zones in England and Wales, making any such demonstration within a 150-metre radius of an abortion clinic or hospital illegal, with those who violate it subject to unlimited fines.

Make no mistake: this is a major victory, after a major wobble. The legislation was actually passed in May last year, with the Conservative government accused by campaigners of kicking it into the long grass and trying to water it down, with room for leniency around “silent prayer”. It’s thought the new law will prevent this, too.

It’s a landmark moment, for sure. Fears that we’ve been backsliding towards the sort of reproductive Dark Ages taking hold across America are real. At the weekend, while decluttering my loft (look, I’m 40, OK?), I came across my notes from 2019, when I travelled to Missouri to report on the state’s last remaining abortion clinic. In them, I recall protestors standing outside the gates, holding hands in a 30-strong prayer circle, with rosaries, leaflets and placards emblazoned with Bible verses. Sound familiar? Back then, it seemed quite extreme compared to what was going on outside the majority of clinics back home. Now, it’s all too familiar, with US-style tactics, not to mention funding by US religious groups, making the act of accessing healthcare a battleground for British women, too.

Staff at clinics around the country have told me about baby booties being displayed on the pavement outside and anti-abortion protestors shouting “Mummy!” at frightened women as they dash past. The groups always insist their “vigils” are “peaceful”, which if you want a textbook example of gaslighting is pretty much it.
