Saudi Arabia lifts land sale ban in AlUla to unlock real estate investment

Saudi Arabia has lifted the suspension on land sales and related real estate transactions in central and southern AlUla, marking a major milestone in the region’s long-term development and opening new opportunities for urban investment and sustainable economic growth.

The decision was announced by the Royal Commission for AlUla (RCU) and reinforces its principle of placing people at the heart of development, while carefully balancing economic progress with the protection of AlUla’s cultural and natural heritage.

RCU said lifting the suspension supports the creation of a more attractive and well-regulated real estate environment, aligned with the ambitions of Saudi Vision 2030.

The move enables citizens and investors to participate more fully in AlUla’s evolving property market, in coordination with relevant government partners, and reflects growing confidence in the maturity of the region’s planning and regulatory framework.

Under the new decision, property owners and investors can complete sales, purchases and deed updates through the Real Estate Market Platform.

RCU said the measure is expected to stimulate the real estate and housing market, improve supply-and-demand balance, support market stability and diversify residential and commercial offerings across AlUla.

RCU noted that individuals seeking building permits can apply through its official website, where approved land-use and architectural design guidelines are available.

These guidelines are designed to ensure new developments respect AlUla’s heritage, landscape and architectural identity, while maintaining high aesthetic standards.

Since its inception, RCU has pursued an integrated development model for AlUla that is rooted in its rich history while preparing the region for future growth.

This includes the development of major tourism assets, comprehensive urban planning and the delivery of essential infrastructure across transport, energy, water, telecommunications and community services.

Alongside the reopening of the property market, RCU continues to enhance public services and infrastructure in line with AlUla Vision to support population growth and improve quality of life.

Ongoing projects include the expansion of road networks, upgrades to energy and water systems, the establishment of new electricity generation stations and the development of five strategic water storage facilities. Improvements are also under way at AlUla International Airport, alongside healthcare enhancements at Prince Abdul Mohsen General Hospital and several neighbourhood clinics.

The announcement builds on momentum from RCU’s second masterplan, Path to Prosperity, launched in August 2023.

This complements the first masterplan, Journey Through Time, introduced in April 2021, together forming a unified roadmap for the economic, social, cultural and urban development of central and southern AlUla.

The second masterplan focuses on defining an architectural identity that blends authenticity with contemporary living, strengthening AlUla’s position as a global destination for culture, heritage and nature, while expanding opportunities for residents and supporting private-sector investment.

RCU said lifting the suspension reflects the maturity of AlUla’s development and planning ecosystem, built through years of groundwork and community engagement.

The move represents a renewed step towards comprehensive, sustainable development grounded in partnership with residents.

The commission added that the decision is expected to stimulate the local economy and reinforce AlUla’s position as a compelling destination to live, work and visit.
