UAE issues new law for higher education and research
The UAE has rolled out a major overhaul of its higher education system, introducing a sweeping federal law that sets strict new rules for universities, colleges and technical institutes across the country.
The Federal Decree Law on Higher Education and Scientific Research creates a single national framework governing licensing, accreditation and quality standards, applying to all institutions, including those in free zones.
Under the new law, universities will no longer be allowed to operate or promote academic programmes without federal approval. Institutions must secure official licences, meet financial and safety requirements, and gain accreditation for every programme before admitting students.
UAE strengthens higher education governance
The legislation aims to raise the global competitiveness of UAE universities while ensuring degrees are better aligned with labour market needs. Institutions are required to offer flexible, future-focused programmes that keep pace with scientific and technological change.
Internationally accredited programmes may be fast-tracked for recognition, provided they meet national standards, reducing red tape while maintaining quality control.
Universities will also face regular performance reviews and rankings, with results published following approval by national authorities. Major changes, such as opening or closing colleges or altering degree programmes, will require prior approval.
The law tightens oversight of online and blended learning, setting clear quality benchmarks, data protection requirements and rules to safeguard academic integrity.
Free zone universities will be brought firmly under the federal system, while technical and vocational training providers must now secure national accreditation before issuing recognised qualifications.
Officials say the reforms are designed to future-proof the education system, support lifelong learning and ensure graduates are equipped with skills that match the UAE’s rapidly evolving economy.
