Saudi Arabia opens consultation on new space sector regulations
Saudi Arabia’s Communications, Space and Technology Commission (CST) has opened a public consultation on a draft ‘Space Sector Regulations and Guidelines’ document, inviting stakeholders to submit feedback ahead of its finalisation.
The proposed framework is designed to stimulate space-sector activity, streamline licensing and permitting processes, and strengthen transparency, while fostering an attractive investment environment and encouraging research and innovation in space technologies.
According to the CST, the document outlines comprehensive regulations and guidelines covering a wide range of activities, including the operation of space objects, crewed and uncrewed space flights, spaceports, space resources, launch operations, and space surveillance and tracking.
It also addresses sustainability requirements, insurance guidelines for space activities, and the establishment of a national registry for space objects.
The draft sets out detailed rules for licences and permits, specifying their duration, requirements, and the obligations of operators and authorised entities, with the aim of ensuring efficient and responsible implementation of space activities across the Kingdom.
CST has called on stakeholders and interested parties inside and outside Saudi Arabia to submit comments supported by analysis and international comparisons. Feedback can be submitted through the commission’s online platform, with the consultation open until 24 March 2026.
The initiative reflects Saudi Arabia’s broader push to develop a robust regulatory foundation for its growing space sector, supporting innovation, investment and long-term sustainability.
