Abu Dhabi shifts to performance-led progression

Abu Dhabi has approved sweeping reforms to public sector employment designed to attract top global talent and embed performance-based progression across government.

“This law fundamentally modernises how we approach human resources in government,” said Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement. “We’re creating an environment where exceptional talent chooses public service, where merit drives advancement, and where high performers are recognised and rewarded.”

The Human Resources Law No. (08) of 2025, which takes effect on 1 January 2026, will apply to more than 25,000 government employees and marks a decisive shift away from tenure-based systems towards merit, capability and results.

The legislation introduces competitive benefits aligned with modern workforce expectations, accelerated career pathways for high performers and performance-based allowances that remove the requirement to wait for fixed time-based progression. Outstanding graduates will benefit from reduced probation periods, enabling faster advancement for those who demonstrate early capability.

Officials say the reforms support Abu Dhabi’s ambition to build an agile government capable of delivering advanced public services and competing globally for talent in fields including artificial intelligence, technology and policy.

“The best professionals seek organisations that invest in their development, reward excellence, and provide clear career pathways,” Al Kuttab said. “This legislation ensures we meet those expectations. It’s about attracting the calibre of talent that will drive our continued progress towards an AI Native Government.”

Ibrahim Nassir, Under-Secretary of the Department of Government Enablement, said the reforms reflect the realities of a competitive global talent market. “This legislation addresses a practical reality: the most talented professionals have options. They can work anywhere. Government must compete not just on mission, but on how we develop careers and support employees throughout their journey with us.”

The law introduces entrepreneurship leave, expanded parental benefits including doubled paternity leave, flexible and remote working options, and updated leave policies. Tailored provisions ensure accessibility and inclusion for People of Determination.

“We’ve created work-life balance provisions that recognise employees have lives, families, and ambitions beyond their desks,” Nassir said. “This is how modern organisations attract and keep exceptional people, through this law, that is how Abu Dhabi Government operates.”

The Department of Government Enablement will oversee implementation across government entities as part of Abu Dhabi’s broader strategy to build a future-ready public sector workforce.
