New housing plan on site of previously rejected scheme in Scarborough

​Susanne Kristensen is seeking permission to build two dwellings and a block of two flats at 3 Hinderwell Road, Scarborough.

​According to a plan submitted by KAP Architects, the scheme would provide a “good mix of two, four, and five-person units” and would contribute to “the huge need for quality local housing”.

​Ms Kristensen’s previous application to build houses and flats at 3 Hinderwell Road was branded “unacceptable” by the council and refused in 2024.

​At the time, officers said the plan for two three-storey dwellings and an adjoining block of flats would result in “significant harm” to the appearance of Hinderwell Road and Stadium Lane as well as “the overall character of the area”.

​The new proposal states: “We have extensive experience of social housing, where good space standards apply. The internal layouts of all units are designed to these space standards and benefit from maximum flexibility in their use.”

​The site, near Lidl on Seamer Road, is “thoroughly overgrown and has been used for fly-tipping,” according to the application.

​The applicant described the site as a “very awkward triangular shape which does not lend itself to the scheme as proposed in the outline permission.

​“This outline permitted scheme is generic and not site-specific. We are proposing a quality architect-designed scheme to provide local identity and uplift and regenerate the area.”

​The proposal adds: “The ’15-minute city’ is now a very achievable target, with the necessary support and backing from all the necessary stakeholders.

​“The site was formerly occupied by housing units, which were demolished some time ago. It is now thoroughly overgrown and has been used for fly-tipping.

“We understand there have been numerous complaints to Environmental Health about this over the years and it has become a local eyesore. Outline planning consent was granted in 2017 for housing. This consent is now lapsed. With the loss of the football ground, the locality is now completely residential.”

​North Yorkshire Council has not set a date for deciding on the proposal, which is open to representations.
