Bristol Temple Quarter: Businesses urged to share views on guidance for major regeneration scheme

Bristol businesses are being encouraged to share their views on draft planning guidance for a large industrial area near Temple Meads station. Bristol Temple Quarter LLP – the team behind the city’s Temple Quarter regeneration plan – is developing a supplementary planning document (SPD) for St Philip’s Marsh, which forms a part of the wider scheme.

According to the developers, there is a “major opportunity” to build a mixed-use neighbourhood with thousands of homes, employment and industrial land, community infrastructure and new green spaces.

The emerging SPD supplements the Local Plan and sets out a framework to guide development and will be one of the tools used to turn the proposals into delivery, Bristol Temple Quarter said.

While it cannot set new planning policy, it will provide guidance for landowners, investors and developers looking to bring change to the area, and support planning officers when reviewing planning applications to enable coordinated, high-quality and sustainable development.

The draft builds on feedback from last summer when early ideas for open spaces, local centres and transport changes were tested with the community.

Bristol Temple Quarter said the input, supported by technical analysis, has informed the draft SPD including a local centre on the Feeder Canal, partial pedestrianisation of Feeder Road and more green space along the River Avon.

The proposals will continue to be tested through technical work, the company added. It is understood new feedback will help shape the final version of the SPD, which will go out for full public consultation in the summer before it can be adopted.

If adopted, the SPD will guide future development alongside the Local Plan, helping to ensure delivery remains aligned with the partners’ shared vision.

Helen Godwin, mayor of the West of England, said: “St Philip’s Marsh is a key part of Bristol Temple Quarter, and the only part of the city that has remained the same for my whole life. Our 10-year Growth Strategy sets out a plan to secure more investment in our part of the world to ensure that everyone can contribute to, and share in, the West’s success.

“As we continue to look at how best to do that, now is the time for residents and businesses, in and around St Philip’s Marsh and beyond, to have their say on these draft proposals. Together, we can deliver new jobs and new homes, while preserving the character that makes St Philip’s Marsh unique.”

The transformation of Bristol Temple Quarter is one of Europe’s most ambitious city centre regeneration projects. Under the proposals, up to 10,000 new homes could be build and thousands of new jobs created. According to the developers, the revitalisation of the area on either side of Bristol Temple Meads could bring £1.6bn annually to the city-region economy.

We’ve listened carefully to residents, businesses, and stakeholders over the last two years, and this plan builds on that input to create a vision for the area that balances homes, jobs, green spaces, and infrastructure.

“This is about more than development, it’s about inclusive growth. By shaping the area thoughtfully, we can create real opportunities for local people to access jobs, apprenticeships, and community facilities, while also delivering much-needed homes and revitalised public spaces. This is a chance to get it right for everyone in Bristol.”

Engagement on the next iteration of the St Philip’s Marsh proposals is open until February 20.
