Dubai launches Jabr system to automate bereavement services and support families
Dubai has announced a major transformation in bereavement-related services with the launch of the ‘Jabr’ system, a new digital and human-centred framework designed to simplify procedures, reduce administrative burdens and provide proactive support to families during their most difficult moments.
The initiative reflects Dubai’s wider humanitarian ethos and forms part of the integrated shared services introduced under the ‘City Makers’ programme.
The Dubai Health Authority (DHA) said the new phase of development aims to deliver seamless, compassionate and efficient services immediately upon the registration of a death.
Bereavement services in Dubai
Through the Jabr system, families no longer need to visit multiple entities; instead, a dedicated Government Service Officer is assigned to each case to complete all procedures on their behalf in coordination with all relevant authorities.
This transformation is supported by a unified digital platform that issues automatic notifications to government entities as soon as a death is registered, enabling services to be prepared and delivered proactively.
Procedures for transporting the deceased and repatriating them abroad have also been expedited, while the time required for burial and condolence-related services has been significantly reduced.
Dr Alawi AlSheikh-Ali, Director-General of the Dubai Health Authority, said: “The ‘Jabr’ system for facilitating bereavement-related services reflects Dubai Government’s profound commitment to placing people at the forefront of its priorities.
“This commitment is demonstrated through a focus on the psychological and social dimensions of loss, ensuring that bereaved families receive the care, attention, and practical support they genuinely need.”

He added that the system embodies the UAE’s community values by reinforcing integrated support for families and ensuring services place people at the centre of all government processes.
Majid Al Muhairi, Official Spokesperson of the Jabr System and Director of the Information Technology Department at DHA, said: “Our aim is to provide a supportive and compassionate customer experience. The service is no longer limited to completing administrative procedures; it now extends to offering psychological and social support to the family before, during, and after the condolence period.”
Al Muhairi said the transformation aligns with Dubai’s rapid digital evolution, integrating services through advanced technologies and world-class standards.
The proactive issuance and circulation of death certificates removes the need for families to present documents repeatedly. The Government Service Officer also manages all other procedures and provides support before and after the condolence period.
He added that DHA continues to enhance service quality to support bereaved families, easing emotional and financial burdens.
Juma Al Blooshi, Consultant in the Public Health Protection Department at DHA, said the new framework reinforces Dubai’s commitment to improving quality of life through digital integration and social support.
Key pillars of the Jabr system
- Humanity first: A dedicated Government Service Officer proactively manages all procedures, including burial, repatriation and documentation. Real-time notifications ensure all entities respond immediately, and death certificates are issued and shared automatically
- Social support: The Community Development Authority, with partners, provides an additional condolence tent for every Emirati family, with hospitality services for the three-day period. More than 70 designated locations are ready for rapid installation. For residents, condolence initiatives are coordinated through eight public-benefit organisations and places of worship
- Psychological support: The Knowledge and Human Development Authority, with the Dubai Academic Health Corporation, has trained 230 school counsellors to support students who experience family loss. Optional religious lectures are offered through the Islamic Affairs and Charitable Activities Department
- Digital transformation and reduced requirements: A unified smart system triggers immediate alerts to entities to ensure proactive service delivery. A smart dashboard accelerates decision-making, while a unified payment point reduces transactions. Dubai Courts now proactively open estate files without the need for in-person attendance
- Development of facilities and funeral services: More than 130 volunteers have been trained to wash and shroud the deceased. Initiatives include a shroud kit, a cemetery management guide and upgraded cemetery facilities coordinated with Dubai Municipality
