Kuwait outlaws drug-themed clothing as crackdown intensifies

Kuwait has introduced strict new penalties prohibiting the wearing or use of clothing and items that feature images or symbols linked to narcotics, as part of an intensified national effort to curb drug-related activity.

The Ministry of Interior issued the warning under its Safeguarding Our Homeland campaign and said the measure is intended to protect public morals and strengthen national security.

The ministry stated that anyone found wearing, using or displaying items that promote or encourage narcotics activity may face fines of up to KD500. The rules apply to clothing, accessories, printed materials and any goods bearing imagery, writing or logos that are considered to incite or glorify drug use or narcotic crimes.

In guidance published this week, authorities also reminded the public that the updated Narcotics and Psychotropic Substances Law introduces penalties for individuals who associate with people using narcotics, regardless of whether they consume the substances themselves.

Under the regulation, anyone found in the company of users may face imprisonment for up to three years, a fine of KD5,000 or both.

A statement shared on the ministry’s official X account on 6 December reiterated the severity of the penalties, stating “Up to 3 Years and a Fine Up to 5,000 Kuwaiti Dinars or Either Penalty” and highlighting that the new rules fall under the Narcotics and Psychotropic Substances Law.

A separate message emphasised that displaying narcotics-related imagery may carry a “Fine Up to 500 Kuwaiti Dinars.”

Officials said the legislation forms part of broader efforts to combat drug misuse and limit the spread of content that normalises or glamorises substance consumption. The Ministry of Interior urged the public to comply with the regulations and to report suspected violations through designated channels.

The measures reflect growing regional and domestic concern over the social impact of narcotics. Kuwait has stepped up enforcement in recent years, increasing border controls and expanding public awareness campaigns that target youth audiences and online platforms.

Authorities have signalled that additional initiatives aimed at prevention, rehabilitation and community support are expected as part of the national strategy.
