MoHRE cuts processing times with AI as automated transactions hit 13m

The Ministry of Human Resources and Emiratisation (MoHRE) has completed approximately 13 million transactions through automation and artificial intelligence without human intervention between the start of the year and 10 December 2025.

The ministry said the transactions spanned a wide range of services and reflect steady progress in integrating AI technologies across its operations. The initiative aligns with Phase Two of the Zero Government Bureaucracy programme and supports the objectives of the “We the UAE 2031” vision by enhancing digital service delivery and labour market competitiveness.

MoHRE said it has adopted a sustainable approach to service development by expanding the use of AI-driven solutions, strengthening digital infrastructure and enhancing workforce capabilities to manage smart automation. This is supported by electronic integration with government partners, enabling faster processing, ease of doing business and access to services on a 24-hour basis.

As part of these efforts, the ministry highlighted the performance of its AI-powered system for allocating work permit quotas to establishments. The system streamlines transactions by automatically assigning quotas based on the operational status and workforce needs of individual businesses, supporting growth and reducing administrative burden.

AI in the UAE

According to the ministry, the upgraded system reflects its commitment to advanced digital solutions that enable data-driven decision-making and address challenges such as processing delays, human error and inefficient data use.

From the beginning of the year until October, the system granted around 900,000 work permit quotas to establishments and processed more than 11 million transactions using automation and AI.

The ministry said human effort was reduced by 56 percent, with approximately 175,000 requests automated out of 310,000 processed between February and October. The time required to review and approve additional quota requests that do not require human intervention was reduced by up to 99 percent, cutting completion times from 10 days to just one second.

Initial quotas are granted automatically through AI-based eligibility checks, while predictive models assess and approve some additional quota requests. Cases that exceed automated thresholds are referred to the relevant committee for review.

MoHRE said the system includes self-learning capabilities that allow it to refine decisions by analysing new data and operational patterns, improving accuracy and efficiency over time.
