Backers say scheme ‘supports rural tourism and the local economy’

Land in west Cumbria could be turned into a 63-lodge holiday site if the application for the change of use is approved by Cumberland Council.
It is for a site at Cumberland Lodge, Winscales, Workington, and the matter is currently under consultation by planners at the local authority.
According to a planning report the site is located immediately east of Cumberland Lodge, within the rural settlement of Winscales, and approximately three miles from Workington.
It states: “The land comprises gently undulating pasture with established hedgerows and open views across the surrounding countryside.
“The area is characterised by dispersed dwellings, agricultural land, and small-scale commercial and tourism uses typical of West Cumbria.”
According to the report the proposal has been shaped to minimise landscape impact, maintain rural character, and enhance biodiversity.
It adds: “The 63 lodges are arranged in clusters across the 7.5-hectare site, following natural contours and avoiding prominent ridgelines.
“The density is intentionally low, ensuring generous spacing, privacy, and extensive green infrastructure.
“An internal road provides circulation, with permeable surfaces and naturalistic edges.
“Parking is provided adjacent to each lodge, with additional visitor spaces near the entrance.
“A substantial landscape buffer is provided along the boundary with Cumberland Lodge and other sensitive edges.”
The report states that the lodges will be modern, timber-clad units finished in muted, natural tones, to blend with the landscape.
It adds: “Ancillary structures (reception, maintenance store, waste/recycling area) will use timber cladding and simple pitched roofs reflecting local vernacular.
“External lighting will be minimal, downward facing, and controlled to protect dark skies.”
The report concludes: “The proposed development of 63 holiday lodges on 7.5 hectares of land adjacent to Cumberland Lodge represents a well-considered, sustainable, and landscape led scheme that supports rural tourism and the local economy.
“The design respects the character of Winscales, enhances biodiversity, and ensures inclusive access for all visitors. The proposal aligns with local planning policy and provides a meaningful contribution to the region’s visitor accommodation offer.”
