Saudi engineers set to benefit from new localisation policy

Saudi Arabia has approved a decision to localise 30 per cent of 46 engineering professions in the private sector, as part of wider efforts to boost national employment in specialised and strategic technical fields.

According to a report by Saudi Gazette, the decision was jointly issued by the Ministry of Human Resources and Social Development and the Ministry of Municipalities and Housing on December 31, 2025.

The policy applies to private sector establishments employing five or more workers in the designated engineering roles. Under the new rules, companies must meet a minimum localisation rate of 30 per cent.

The decision also sets a minimum monthly salary of SAR8,000 for Saudi engineers employed under the localisation framework. Authorities have granted a six-month corrective grace period to allow affected firms to adjust their workforce structures and comply with the requirements.

Officials said the move forms part of ongoing government efforts to strengthen the participation of Saudi nationals in the labour market, particularly in high-value and specialised engineering professions.

The policy is intended to support national competencies, expand job opportunities for Saudi engineers, and enhance their contribution to the private sector and the broader economy.

Under the decision, engineers employed to meet the localisation requirement must be accredited by the Saudi Council of Engineers, ensuring professional standards and competency across the sector.
