“He was apprehended illegally crossing the border again in 2021 and was again removed. He entered the country illegally for a THIRD time at an unknown date and location.”
Solarzano’s address on court records match the known location of The Roof Above homeless shelter in Charlotte.
Four months before this horror stabbing, a lag allegedly murdered 23-year-old Ukrainian refugee Iryna Zarutska.
The young woman was stabbed multiple times by a homeless ex-con on the Lynx Blue Line in Charlotte.
Decarlos Brown Jr ,34, was charged with Zarutska’s murder.
He could be seen in a terrfying CCTV video plunging a pocket knife into the 23-year-old as she stared at her phone.
The woman was returning home from work on August 22, before she was violently attacked by the ex-con wearing a red hoodie.
Zarutska boarded the train just four minutes before Brown stabbed her.
One brave passenger appeared on CCTV jumping up and chasing after the lag, who walks away with blood dripping from the knife.
Brown Jr had been previous arrested in North Carolina a whopping 14 times since 2007.
He has allegedly been caged over crimes ranging from assault to firearms possession.
Zarutska’s boyfriend, Stanislav “Stas” Nikulytsia, 21, has publicly expressed his grief and anger over the horrific murder.
On Wednesday, he posted a photo on Instagram of the two of them in swimsuits at a lake, captioned simply with a broken heart emoji.
The young man is described as Zarutska’s “life partner” in her obituary, which revealed that the couple had been living together in Charlotte for the past year.
Nikulytsia has also directed his rage at Magistrate Judge Teresa Stokes, who freed Brown on cashless bail seven months before the attack.
He reposted Instagram stories calling Stokes “unqualified” and accusing the justice system of enabling violent repeat offenders.
Stokes released Brown, who had been involved in 14 criminal cases, in January on a “written promise” to appear at a future court date.
President Trump pledged a vicious response following the horrific crime.
He also publicly blamed cashless bail programs, which allow some suspects to be released without posting bond while awaiting trial.
Brown’s mother Michelle Dewitt, 51, has spoken out about her son’s alleged actions.
She made a stark confession about his freedom,“he shouldn’t have been released.”
She revealed how her son, who suffers from schizophrenia, should not have been allowed out of prison on a “written promise” that he would return to court following an arrest at the beginning of the year.
Dewitt claimed Brown’s mental health was deteriorating days before the attack and she took him to a homeless shelter in a bid to help.
She added that a mental health facility would not let her place him in long-term care with them as she is not his legal guardian.
