Plans approved to convert lodge in Hartlepool park

Proposals had been submitted to Hartlepool Borough Council planning department earlier this year for the lodge at Ward Jackson Park, which previously had permission to be used as offices.

The application from Lifestyle Northeast sought to convert the building into a “learning and educational centre for individuals with learning and physical disability requirements.”

The grade II listed former park keeper’s lodge, constructed in 1883, is situated at the southern entrance to the park and has four on-site parking bays.

The application for the property went before the latest meeting of the council’s planning committee, where it was approved, in line with recommendations from local authority officers.

They explained the development was “considered to be acceptable” and it “would bring back into use a vacant listed building.”

Officers added the scheme would not have any significant impact on the listed building, neighbouring properties or parking and highway safety.

A planning statement in support of the application stressed the “modest scale of activity anticipated” under the new use “can be fully supported by existing facilities without alteration.”

It added: “The reactivation of the park lodge will support employment, generate activity within the local economy, and provide tangible community benefits.

“It allows the park lodge to serve a new beneficial role, consistent with its civic and community context, while maintaining the integrity of its architectural features.”

The application went before councillors after three objections had been received from residents.

Their concerns included a potential increase in traffic and highways issues, noise and disturbance and that the site was unsuitable for such a development.
