An air rifle range has been proposed for an industrial estate in Caerphilly county. Developer David James has proposed converting the Pontllanfraith site into a “mixed-use leisure” space featuring an indoor range, an area for pool and electronic games, and a burger restaurant and dessert cafe.
Planning documents show the 30-yard firing range at Unit 13, Penmaen industrial estate, would run under “strict” safety protocols. Under-18s would only be allowed to use air rifles under supervision and with parental consent, in line with firearms laws.

It would create 10 jobs in what the application says would contribute to “local leisure provision, employment and community wellbeing”.
National planning policy requires applicants to consider town-centre locations before looking at out-of-town developments, but Mr James’ planning agent says he “looked extensively” at Blackwood town centre and “nothing suitable” was found.
They also argued a shooting range was “not considered suitable for a town-centre location”, pointing out similar businesses in England were located on industrial estates.
Ranges must comply with “strict safety standards, making rural or industrial sites easier to secure”, they added.
The application is under consideration from council planners and can be viewed on the Caerphilly County Council website under reference 25/0765/COU.
