Police have released a new CCTV image of a nurse who went missing a week ago.

Victoria Taylor, 34, was last seen at her home in Malton at about 09:00 BST on Monday and some of her possessions were later found by the River Derwent.

North Yorkshire Police said it had a new confirmed sighting of Ms Taylor, who is originally from Huddersfield, at Malton Bus Station at 11:53 BST on the day she went missing.

The force has said there is no suggestion of any “third-party” involvement in Ms Taylor’s disappearance.

Her previously last known movement had been at 11:35 BST, when CCTV cameras captured her at a BP garage on Welham Road in the Norton area of the town.

The force said it remained “open-minded” about the cause of her disappearance but said there was currently “no information to suggest any form of third-party involvement following the disappearance of Victoria”.

A spokesperson said extensive searches by officers and drones have been carried out, including the use of divers and specialist sonar equipment to try and locate Ms Taylor.

Insp Martin Dennison said: “This is an extremely difficult time for Victoria’s family, and we are continuing to do all we can to try and find her.

“The focus of our search remains the area around the River Derwent and Victoria’s family members are aware of this and the wider strategy that is in place.

“The family and the police understand the local community wanting to show their support with the searches for Victoria, but we urge people to exercise caution when searching particularly near to the river.”

Last week, Ms Taylor’s sisters Emma and Heidi said in a statement: “We currently feel sick, distraught and lost following the disappearance of Vixx, but we are trying to focus on the children in the family to maintain a sense of routine at this difficult time.”

They also thanked the community and emergency services involved in the search for Ms Taylor.

A paedophile head teacher may have abused pupils for more than 40 years, with four times as many victims than previously thought.

Neil Foden was jailed for 17 years for sexually abusing four children in north Wales between 2019 and 2023.

But a BBC Wales investigation has heard allegations going back to 1979, and from two women who say police told them there were up to 20 potential victims.

Serious concerns have been raised about a review designed to “learn lessons” from Foden’s case, despite local authority Cyngor Gwynedd vowing a panel overseeing this will be “given all the information it needs”.

One former pupil, Jo – not her real name- said Foden continued to message her until the day he was arrested.

She said she was groomed by her head teacher for five years, starting when she would meet with him on a daily basis in his office while a pupil at Ysgol Friars in Gwynedd, north Wales.

Foden would also message her from his personal email account and mobile phone.

“There’s roughly 400, 500 [messages] on his personal email to my personal email account,” she said.

“It was back and forth every day, in school, out of school, morning, night, any time.

“He made me feel like I was special.”

Foden sent messages to Jo* while she was a pupil which continued after she left school, right up until the day of his arrest.

Jo has now moved away from north Wales, and says she only realised she had been groomed by Foden when he was arrested in 2023

Jo was in the care system, known to be a vulnerable child, and said she was targeted by Foden.

“My mental health was at its lowest, I was self-harming… having panic attacks daily. I didn’t have anyone around me, any support system,” she said.

“He’d give me hugs and I didn’t always want them so I’d pull back, then he’d pull me in stronger… just without reason, his hands would go under my jumper.

“He often checked my arms and my legs to see if I’d self-harmed. I often wore a skirt, so he’d lift the skirt up to have a look.”

Jo said other teachers and staff would see her getting into Foden’s car alone.

She added: “They’d make comments on how lucky I was to have him drive me home, or to drive me to appointments.

“He’d place his hand on my thigh… there was so many things that shouldn’t have happened.”

Jo was made aware of the extent of Foden’s abuse after his arrest at his school in September 2023.

“The police came to me… they said that there were over 20 other people who were in similar situations as myself,” she said.

During Foden’s trial, it emerged that concerns about his closeness to certain teenage girls had been raised in 2019.

The concern was passed to Cyngor Gwynedd, but it was decided there would be no formal investigation as no specific allegations had been made.

‘Going on for decades’

Nia, not her real name, was one of the first pupils Foden taught at Ysgol Dyffryn Ogwen in 1979. She said Foden would target her when they were both alone in his classroom.

“He’d come to the desk, stand behind me… usually his right arm would be rubbing up against my breast and I felt I couldn’t move,” she said.

“As a 13-year-old, I didn’t realise exactly what was going on. I was petrified of him, I was vulnerable at that age and naïve, and he knew it.”

Nia didn’t report Foden at the time because she didn’t think anyone would believe her, but did speak to police after his arrest in 2023.

“This abuse has been going on for decades… you don’t suddenly wake up in 2019 and decide to become a paedophile,” she said.

Nia said what happened to her has had a lasting impact.

“The older I’ve got, the more I recognise what’s going on for me in relationships, with partners. I can never trust anybody… that’s a lifelong thing.”

The local authority, Cyngor Gwynedd, said an independent review would “identify what lessons are to be learned” to prevent similar cases in the future.

But Jo and Nia say they have not been contacted by anyone involved in the review.

“They definitely need to do something stronger, hold everyone who was accountable,” Jo told the BBC Wales Investigates programme. “It’s not just enough to say they need to do better, they need to be forced to do better.”

A child practice review board said it is “fully aware there may be many other victims or survivors” and it would like to hear from them.

Katherine Yates, a solicitor representing a dozen people who say they have suffered because of Foden, is taking legal action against Cyngor Gwynedd on their behalf.

“There is a mixture of serious sexual abuse, physical abuse and emotional abuse,” she said.

“The first client is now in her 50s, my youngest is 14… the council are vicariously liable for the actions of their employees.

“His actions have impacted on so many lives, that of children, their families, staff… I think he could and should have been stopped a lot sooner.”

While Foden was abusing girls in 2019, Cyngor Gwynedd’s attention was focused on bullying allegations made against him by staff.

BBC Wales Investigates has seen a copy of a confidential report which raised concerns about his behaviour, warning that action should be taken.

Foden was then reprimanded by the teaching regulator and kicked out of his union in 2020.

Yet, a year later, in 2021, he was given more responsibility as a “strategic super-head” overseeing two different schools in north Wales.

One staff member, Rose, not her real name, said she approached Foden in his office in December 2022 about a personal issue.

“I had explained the situation to him… and then he asked a very off kilter question about sex, which kind of threw me a little bit,” she said.

“Your employer wouldn’t normally ask you about sex. It’s not a normal thing, is it?”

She said he then gave her a hug, which “moved into sexual assault”.

“Basically…. he just put his hand down my pants,” she said.

Rose said she didn’t report Foden at the time, although she did speak to police after his arrest, which led to him being charged, but the case did not make it to trial.

Cyngor Gwynedd has repeatedly been asked for an interview by BBC Wales, but has declined.

In a statement, it said it will “leave no stone unturned” to ensure the child practice review is provided with “all relevant information held by the council regarding all concerns raised”.

“It would not be appropriate for Cyngor Gwynedd to comment on this specific matter until the panel has concluded its work,” a spokesperson added.

Give England’s mayors more power over services, says think-tank

England’s regional mayors should be given more influence over health, policing and education policy, with greater powers to commission, design and implement projects, according to the Labour Together think-tank.

Greater involvement of these elected officials in public service delivery would help drive the improvements promised by the Labour government, even when funding was in short supply, the study said.

“Getting this right will set the government up to make meaningful progress quickly,” said Sam Freedman, the report author, and lay the ground for a “public service agenda that will undo years of damaging over-centralisation”.

Labour Together was led by Morgan McSweeney, Sir Keir Starmer’s new chief of staff appointed on Sunday after Sue Gray stepped down from the role, and was closely associated with the UK prime minister’s rise to power. Its current chief executive is former shadow cabinet minister Jonathan Ashworth.

The report, released on Monday, comes ahead of the Budget on October 30 with public services in crisis and public finances constrained by many competing demands.

The number of mayoral combined authorities has increased, becoming an increasingly important tier of government across the country over the past 25 years. There are now 11 mayoral combined authorities (MCAs) in England.

But each has divergent powers and little if any control over health, policing and education policy in most places. The MCAs sit above a local government network that has been severely hit by a funding crisis.

Labour has promised to make further devolution central to its programme of national renewal. But rather than a big bang approach, it should set off with five principles to drive better decision-making in the short term while underpinning longer-term decentralisation, the study said.

“I wouldn’t start from here,” said Freedman, of the complicated system that governs the regions. “But there are immediate benefits that can be drawn by including them [regional mayors] more.”

Freedman, author of the book Failed State: why nothing works and how we fix it, said that within existing structures mayors can already take greater control over areas such as policing, as Greater Manchester has for example, by absorbing police commissioner roles.

MCAs should also be given first refusal on delivering one-off, centrally determined schemes such as school improvements, the paper added.

It also argued for public service delivery to be included as a separate part of funding settlements, replacing an existing system where regions compete ad hoc for financing pots from different government departments.

The regional structure of public services should share the same geographic boundaries as regional authorities to facilitate strategic oversight, the report added. Currently in areas like education and healthcare, this is often not the case.

“There is an overall principle underlying the drive for devolution which is that decisions are better taken the closer they are to the people they affect,” said Oliver Coppard, mayor of the South Yorkshire combined authority, who supported the report’s findings.

He said South Yorkshire was developing a record that made this case with the establishment of health and diagnostic centres within town centre redevelopments.

Authorities like his would be asking not only for more money from central government but for more control and flexibility over how they used and ultimately raised funds, he said.

“If we get people back into work, paying taxes into the Treasury and off benefits, there is a double benefit to the whole of the country,” Coppard noted, adding that regional authorities had the “ideas, intelligence and insight” to know how best to go about this.

Israel has held ceremonies to remember the victims of the mass killings and abductions carried out by Hamas on 7 October 2023, against a backdrop of continuing fighting in Gaza and Lebanon.

A year on from the attack – that saw some 1,200 people killed and 251 taken hostage – Israeli PM Benjamin Netanyahu vowed to stop such an assault happening again, saying Israel’s armed forces were “changing the security reality” of the region.

The conflict which followed Hamas’s attack has seen almost 42,000 deaths in the Gaza Strip according to the Hamas-run health ministry.

As the day of commemorations unfolded, Israel said it intercepted more than 100 rockets fired by Hezbollah in Lebanon as well as projectiles launched by Yemen’s Houthis and from Hamas in Gaza.

Last October, gunmen from Hamas broke through the border fence and rampaged through nearby Israeli villages, Kibbutzim, military posts and the Nova music festival.

On Monday, families of the hundreds killed and dozens of people taken hostage at the festival gathered at the site early for the first memorial event of the day.

Holding pictures of loved ones they listened to the last track played at the festival before Israeli President Isaac Herzog led a minute’s silence at 06:29, the moment that the attack began.

In nearby communities which were also attacked by Hamas gunmen, smaller events were held.

Elsewhere, Netanyahu visited the Iron Sword memorial in Jerusalem for victims of the Hamas attacks, lighting a candle to “remember our fallen, our hostages”.

In Tel Aviv’s biggest park, Israeli families gathered in for an event billed as the Bereaved Families Memorial Ceremony, which served as an alternative to the official government memorial ceremony.

Some of Israel’s most popular singers gave emotional performances, while the images of victims flashed on the screens.

The stage was adorned with items symbolising the attacks including burnt and broken cars from the Nova music festival; a child’s bicycle and swing set from the Be’eri kibbutz.

Outside of Israel, President Biden joined other world leaders in condemning what he called the “unspeakable brutality” of the Hamas attacks a year ago.

He also expressed horror at the subsequent war, saying “far too many civilians had suffered, far too much”.

Mourners also gathered at vigils around the world including in Australia, South Africa, Germany and the United States.

In the UK, Sir Keir Starmer told the House of Commons he supported Israel’s right to defend itself. But Britain’s prime minister insisted there was no military solution to the current crisis and appealed for all sides to “step back”.

However as the memorial services took place, the wider conflict in the region continued to rage.

The Israeli military said Hezbollah had fired more than 130 rockets across the border from Lebanon. Most were shot down, but some hit the cities of Haifa and Tiberius.

Earlier Hamas also launched rockets at Tel Aviv from Gaza. The army said ballistic missiles had been fired at Israel from Yemen, but were successfully intercepted.

Through the day, Israel carried out multiple air strikes and several ground incursions in Lebanon.

The Israeli military said it was expanding operations against Hezbollah, warning residents in southern Lebanon to avoid using boats in the sea or rivers south of the Awali river.

Three weeks of intense Israeli strikes and other attacks in Lebanon have killed more than 1,400 people, and displaced another 1.2 million, according to Lebanese authorities.

Hezbollah – a Shia Islamist political, military and social organisation that wields considerable power in Lebanon – has remained defiant despite suffering a series of devastating blows in recent weeks, including the killing of its leader and most of its top military commanders.

On Monday, the group insisted it was “confident… in the ability of our resistance to oppose the Israeli aggression”.

Israel’s government – which designates Hezbollah as a terrorist organisation – has pledged to make it safe for tens of thousands of displaced residents to return to their homes near the Lebanese border after a year of cross-border fighting sparked by the Gaza war.

The hostilities have escalated steadily since Hezbollah began firing rockets into northern Israel on 8 October 2023, the day after its ally Hamas’s deadly attack on southern Israel.

Google ordered to open Android to app store rivals after court loss

Alphabet has been ordered to open its Android operating system to rivals, allowing them to create their own app marketplaces and payment systems to compete with its dominant Google Play Store, in the latest blow for the search giant that has lost recent antitrust cases.

A federal judge in San Francisco ordered the changes on Monday following a successful lawsuit from Epic, the maker of popular video game Fortnite, which argued Google suppressed competition in Android apps and used its monopoly to charge excessive fees.

US district judge James Donato issued an injunction that bans Google from paying developers to “launch an app first or exclusively” in the Play Store and can no longer force customers to use its in-house billing system, which charges fees of as much as 30 per cent.

Additionally, Google can no longer strike revenue share deals with mobile device manufacturers such as Samsung and LG to preinstall Play Store prominently on their home screens — or pay them not to preinstall a rival Android app distribution platform — under the injunction, which takes effect on 1 November and lasts for three years.

Google must also allow third-parties access to its app library for that period of time in order for them to build a legitimately competitive product. Epic had argued in the lawsuit that Google paid off network operators such as AT&T and T-Mobile, and game developers such as Activision Blizzard, to prevent them from launching Play Store rivals.

The ruling gives Epic most of what it sought in the case and could potentially affect a lucrative stream of revenue for Google, which made an operating profit of $12bn from its Play Store in 2021 alone, according to evidence presented in the case (the company does not routinely disclose performance of its Play unit). Alphabet shares fell 2.3 per cent after the news.

Google said it will appeal against the verdict and asked the changes be put on hold, arguing they would put customers’ privacy and data security at risk. “The Epic verdict missed the obvious: Apple and Android clearly compete,” the company said of the underlying judgment.

The injunction could have a wider impact on the strict controls that Big Tech groups wield in their mobile app stores. Epic lost a related case against Apple in 2021, when a California judge concluded the iPhone maker did not break the law by imposing rules that block rival stores and payment methods on its devices. The ruling was upheld by an appeals court; Epic is seeking a US Supreme Court review.

Epic chief executive Tim Sweeney said on X: “All app developers, store makers, carriers, and manufacturers have 3 years to build a vibrant and competitive Android ecosystem with such critical mass that Google can’t stop it.”

“The court’s injunction applies to the United States only, so the legal and regulatory battle will continue around the world,” Sweeney added.

In August 2020, the games maker deliberately circumvented Apple and Google’s payment rules, resulting in Fortnite being removed from their respective stores.

The app store is just one of the antitrust battles that Google is defending. In August, it lost a case against the US Department of Justice for running a monopoly in online search. On Tuesday, the DoJ will propose remedies which could be as drastic as breaking up the company.

Furthermore, the DoJ is also suing Google for its alleged monopolistic control over digital advertising, with the future of its $20bn ad tech business at stake. The trial started last month in Virginia.
