Abu Dhabi tightens traffic permit rules to boost road safety

Abu Dhabi’s Integrated Transport Centre (ITC) has begun implementing amendments to the Traffic Detour Executive Regulations, introducing stricter permit controls and enhanced enforcement measures aimed at improving road safety and traffic management across the emirate.

The updated regulations revise several definitions related to traffic permits and No Objection Certificates (NOCs) to improve procedural clarity and ease of application. Under the amendments, all traffic permits are now strictly non-transferable, with any attempt to transfer a permit to a third party rendering it invalid.

The new framework allows emergency works to commence without prior approval, provided that all traffic safety requirements are met and ITC is notified in advance. Where emergency works exceed 12 hours, permit holders are required to submit a formal permit application within 24 hours.

ITC has also been granted wider authority to temporarily suspend the issuance of traffic permits where necessary, based on site conditions, risk levels to road users, or failure to meet approved procedures.

Fines and offences manual updated

In addition, the Centre may refuse to extend, or may cancel, existing permits if holders fail to comply with stipulated requirements, breach approved timelines, or repeatedly commit administrative violations listed in the offences and fines schedule.

As part of the amendments, ITC has updated the offences and fines manual to reflect current requirements and ensure contractor compliance, while repealing any previous provisions that conflict with the new rules.

The Centre said the changes follow a series of specialised workshops and training programmes conducted for contractors, consultants and relevant stakeholders, aimed at ensuring readiness and proper implementation of traffic diversion requirements in line with approved safety standards.

ITC will continue to issue traffic diversion permits through its electronic platform, enabling stakeholders to register, submit and track applications online. The authority will also maintain inspection campaigns and field visits to monitor compliance, with fines imposed on violators to protect road users, on-site personnel and public infrastructure.

The amendments form part of ITC’s broader efforts to enhance mobility governance and reinforce safety standards as Abu Dhabi’s transport network continues to expand.
