New Delhi: The ministry of statistics and programme implementation (MoSPI) will launch a six-month rapid survey on functional cooperatives across India starting in April to estimate their gross value added (GVA), gross value of output (GVO), and employment generation. The survey will broadly collect data on key indicators such as operating expenses, receipts, taxes, subsidies, GVA, employment and labour cost for financial years 2020-21 and 2023-24.

The initiative follows the ministry of cooperation’s request to conduct the survey. The statistics ministry has agreed in principle to undertake the exercise based on the list frame of functional cooperatives to be provided by the MoC.
“The cooperative sector plays a crucial role in India’s economy, contributing significantly to agricultural production, rural development, employment generation, housing and poverty alleviation,” the statistics ministry said in a statement on Monday.

“However, there are data gaps in understanding the contribution of this sector in terms of value of output as well as employment generation,” it said.

The sampling frame for the survey will be drawn from the National Cooperative Database (NCD).
The survey will cover both primary cooperatives and their federations across 30 sectors, broadly classified into credit, housing, dairy, jute, khadi, marketing, social sector, multipurpose and labour cooperatives, among others.MoSPI has invited feedback on the draft survey schedule from policymakers, researchers and industry bodies by February 16.
