County Durham learning disabilities nurse struck off

The Nursing and Midwifery Council said concerns were raised about Joyce Hoare on October 30, 2023, when it received a referral questioning her fitness to practise.

According to the NMC report, it was alleged that Joyce Hoare “failed to administer prescribed medication to residents, incorrectly stored medication, then failed to make the appropriate records to reflect that the residents in question hadn’t received their medication”.

Ms Hoare was a registered learning disabilities nurse and was based in County Durham.

The regulator confirmed that the case was investigated and referred to the case examiner stage, but stressed that “no allegation against Joyce Hoare has yet been found substantively proved by one of our statutory committees”.

On September 9, 2025, Ms Hoare applied to be removed from the nursing register through the NMC’s agreed removal process.

In a decision dated January 13, 2026, an Assistant Registrar said they had “delegated authority to make decisions about agreed removal and have agreed to removal from the NMC register in this case”.

The decision states that the NMC considered “comments received from the person that made the allegation”, along with “evidence and information about the concerns”, “the interests of Joyce Hoare” and “the public interest”.

The Assistant Registrar said they were satisfied that “Joyce Hoare no longer intends to work as a registered nurse” and that “the allegations against Joyce Hoare aren’t likely to result in a striking-off order”.

They added that “there are no other good reasons requiring us to consider the allegations further at this time” and concluded that “the public interest is best served by agreeing the application for removal and enabling Joyce Hoare to leave the NMC register”.

The report also warns that “in the event that Joyce Hoare seeks readmission to the register, we may consider the matters that led to this agreed removal further”.
