If the central government of India earns ₹100, it does not spend all of it freely. A large part of this money is already committed to certain fixed obligations, and only a portion is available for development and new schemes.

The biggest unproductive share goes into paying interest on past loans. Around ₹20 out of ₹100 is used just to service debt. This money does not create any new assets or services; it is simply the cost of borrowing done in previous years.

Another large portion, roughly ₹21-22, is transferred to state governments. This is because taxes collected by the central government are shared with states, which then use the funds for local development like healthcare, education, and infrastructure.

Defence spending takes about ₹7–8 out of ₹100. This includes maintaining the armed forces, paying salaries, and buying equipment. Pensions for retired government employees and defence personnel account for another ₹4–5.

The government also spends on various central schemes, such as infrastructure projects, welfare programs, and national missions. These schemes typically use around ₹15–16 out of ₹100.

The remaining amount, roughly ₹30 or so, is spent on subsidies (like food and fertilizer), salaries of government employees, administration, and other day-to-day expenses.

Overall, a significant portion of government spending is fixed or pre-committed. This means only a limited share of the ₹100 can be used flexibly for new development initiatives.
