At the same time, Senator Cynthia Lummis declared the CLARITY Act is “the best thing that could happen to the DeFi community,” confirming that developers, validators, and node operators will FINALLY have a safe harbor to build on U.S. soil. The bill passed the House 294-134 in July 2025 and is now headed to a Senate Banking Committee markup targeted for late April 2026.

Here’s the battle: Banks led by JPMorgan want to BAN stablecoin yield — a provision that would protect $1.35 BILLION in Coinbase revenue alone. The Tillis-Alsobrooks compromise reached an agreement in principle allowing “activity-based” rewards while restricting passive interest. For XRP, this is massive — the CLARITY Act would formally classify XRP as a digital commodity under federal law, opening the floodgates for institutional adoption. Ripple CEO Brad Garlinghouse puts the odds at 90%. Senator Moreno warned: if this doesn’t pass by May, it won’t happen for years. The clock is ticking.
