The banks are SCARED – and they just proved it. The ICBA (Independent Community Bankers of America) has officially filed a letter urging the OCC to DENY trust bank charters for Ripple, Circle, Paxos, and other crypto firms. They’re calling it “regulatory arbitrage” – arguing crypto companies are getting BANK-LIKE POWER without full banking rules. The ICBA warns these charters could pull deposits AWAY from traditional banks, confuse users about FDIC protection, and accelerate approvals without enough oversight. ICBA President Rebeca Romero Rainey called it “a grave mistake.”

But here’s the reality they’re afraid of: The OCC already granted conditional approvals to FIVE crypto firms in December 2025 – Ripple, Circle (First National Digital Currency Bank), BitGo, Fidelity Digital Assets, and Paxos. The OCC’s new rule took effect April 1, 2026, replacing “fiduciary activities” with “operations of a trust company and activities related thereto” – clearing any legal ambiguity.

ELEVEN crypto companies have filed or received charter approvals in just 83 days, including Coinbase, Morgan Stanley, Crypto.com, Bridge, and Zerohash. The door is OPEN and the banks can’t close it. For XRP, this is massive. Once the Ripple National Trust Bank is fully activated, Ripple transitions from a “fintech partner” to a FEDERALLY REGULATED financial institution. That removes the “compliance wall” that prevents Tier 1 banks from connecting to the XRPL. The ICBA letter is proof – traditional banks see the writing on the wall. Crypto is coming for their market share. And Ripple is leading the charge.
