### Description
The implementation of the Centre’s four new Labour Codes could create substantial new and recurring financial liabilities for the Jammu and Kashmir Government, particularly for contractual, casual and scheme-based workers.
The four Labour Codes — Code on Wages, Industrial Relations Code, Code on Social Security, and Occupational Safety, Health and Working Conditions Code — consolidate 29 existing labour laws and introduce major changes in wages, PF, ESI, gratuity and employment conditions.
In Jammu and Kashmir, the issue could affect thousands of workers associated with Anganwadi, ASHA, NHM, Rehbar-e-Taleem, Rehbar-e-Khel, SPOs, Home Guards, MGNREGA and several other government schemes and institutions.
The administration is examining the legal status of these workers and determining who would be responsible for PF, ESI and gratuity payments. A total of 451 questions from 24 departments and sectors have reportedly been compiled to seek clarification on the applicability of the four codes.
The biggest question now is: **How much additional financial liability could these Labour Codes create for the J&K exchequer?**
