More than 30 European leaders are gathering in Paris on Thursday, trying to carve out a role for themselves in US-led ceasefire talks over Russia’s war in Ukraine. Ahead of the summit, French President Emmanuel Macron announced a new package of €2 billion ($2.2 billion) in military aid to Kyiv and said leaders would address how to strengthen Ukraine’s army.
