Benefits of Glasgow City Region spelt out by North Lanarkshire Council

Local leaders this week considered major progress by the Glasgow City Region partnership and agreed next steps in securing further local funding and powers from the UK and Scottish Governments.

The benefits of being part of the Glasgow City Region has been spelt out by North Lanarkshire Council’s depute leader.

Recent wins for the local economy by the partnership of eight councils were set out in a new report, with the past twelve months seeing further funding, recognition and progress across major projects for the Region which now manages a portfolio of over £2 billion.

North Lanarkshire Council depute leader, Councillor Louise Roarty, said: “In North Lanarkshire, Glasgow City Region investment is helping us develop the strategic roads network, infrastructure and transport links to attract new business and industry and create jobs for local people.

“Over the last year, progress has continued on the new Pan-Lanarkshire orbital transport corridor, to link the M74 in the south with the M80 in the north, and the East Airdrie Link Road, a new road link from the M8 to the A73.

“Plans for new active travel routes between communities and employment areas along the M8 are being drawn up, and construction is underway at Ravenscraig on six new good quality, energy efficient, light industrial units.

“Through the City Region Investment Zone, local business Skyrora has been given approved to create an advanced spacecraft manufacturing and testing facility in Cumbernauld.

“More than £25,000 investment in communities and over 235 jobs, apprenticeships, and skills and training opportunities have been committed through North Lanarkshire’s City Deal contracts. Fifty per cent of these, worth £12.2 million, have been awarded to local companies, and 18% have been awarded to local SMEs.

“By working in partnership with partners and other local authorities through Glasgow City Region, North Lanarkshire residents and business benefit from significant innovation, opportunities and investment.”

The Cabinet of eight leaders agreed on the plans to develop a detailed proposal which will form the basis of negotiations with the UK and Scottish Governments around the Region’s Devolution package.

The proposal will be shaped by a taskforce from across the eight member councils, key government agencies, the third sector, industry and the team at Glasgow City Region.

It will cover a number of themes, including transport, housing, infrastructure, skills, economic development, investment, governance, finance and legislative considerations.

Key principles agreed included the need to develop a specifically Scottish model of regional empowerment that supports devolution from national government to the regional level, respects the statutory role of local authorities, strengthens accountability and enables more coherent delivery across the economic geography of Glasgow City Region.

It was emphasised that the Region’s proposition will be framed not simply as a request for additional powers, but as a practical contribution to the reform agenda of both governments: strengthening growth, improving public service outcomes, supporting prevention, unlocking investment, simplifying delivery arrangements and ensuring that accountability, funding and delivery responsibility are better aligned.

A distinct Poverty, Health and Inclusion workstream will also play a critical role in ensuring that inclusive economy principles are embedded throughout the emerging and final devolution proposition.

The group will develop local policy objectives in relation to poverty, health, and inclusion. And additionally, it will act as a golden thread across the wider programme of work, to ensure that proposed powers, investments and governance arrangements contribute positively to reducing poverty and improving outcomes for people and communities across the Region.

Police have provided an update after a man was sent to hospital with stab wounds. Cambridgeshire Police were called to “reports of violence” in Tenison Road, Cambridge at around 9pm on Tuesday (August 18).

A man was rushed to hospital with stab wounds. Cambridgeshire Police arrested two men in connection with the incident. These two men have since been charged.

A police spokesperson said: “Sanchez Davis, 26, of Sunderlands Avenue, Sawston, has been charged with grievous bodily harm with intent, theft, affray and possession of an offensive weapon in public.

“Deschanel Davis, 28, of The Green Road, Sawston, has been charged with grievous bodily harm with intent, assault by beating and affray. They are both down to appear at Huntingdon Magistrates’ Court this morning (Thursday, August 20).”

The company described itself as a provider of “luxurious long-haul destinations to fantastic short-haul holiday packages”.

After 40 years, Frasers Travel, based in Saltcoats, Ayrshire in Scotland, has confirmed it has ceased trading.

In a statement, the company said: “We regret to inform you that Frasers Travel Ltd has today ceased trading.

“We would like to thank all our past clients for their loyalty and support.”

Frasers Travel advised customers with existing bookings to email info@mclenancorporate.com for further assistance.

The company’s website has also been taken offline.

Up until the announcement, the company had been advertising trips to locations such as the Caribbean, Spain and Australia.

ABTA, one of the UK’s largest travel trade associations, added: “If you booked a holiday through Frasers Travel Ltd, the tour operator with who Frasers Travel Ltd booked your holiday will be named on your paperwork.

“If you booked a flight inclusive holiday, your tour operator will be named on your ATOL Certificate under “Who is protecting your trip”.

“To ensure your holiday continues as planned, you will need to contact the Credit Control Department of your Tour Operator with whom you have a contract.

“Your booking should continue as normal and they will now be your direct point of contact.

“Please ensure that you have your documentation with you as they may require information from this to assist you.”

Reform suspends councillor charged over grossly offensive social media post about Nigerians

Reform has suspended a councillor pending the outcome of legal proceedings after he was charged over a grossly offensive comment on social media regarding Nigerians.

Sunderland City Councillor Glenn Gibbins, 66, is scheduled to appear at South Tyneside Magistrates’ Court on Friday in connection with an alleged Facebook post from 2024.

Last month, Northumbria Police announced that he had been charged with an offence under the Communications Act 2003 regarding a post referencing the Nigerian community.

An investigation was initially launched when the online post was uncovered in May.

According to reports, Gibbins was elected to the council in May, suspended by Reform, and subsequently reinstated with a final written warning.

Following the formal charge, the party suspended him once again, and he is now listed on the Sunderland City Council website as an Independent.

A Reform spokesperson said: “Cllr Gibbins has been suspended from Reform UK pending the outcome of his case.”

King Charles was told of the move on Sunday. There are no current plans for either Prince Harry or Meghan to resume their roles as working royals.

The Sussexes left the UK and stepped back from their royal duties in early 2020, before settling in California in March that year.

They were last in the UK in July to visit the King and Queen Camilla, in what was seen as a key development in their relationship.

The Palace described the meeting at the King’s private home in Gloucestershire as a “private family occasion”.

It was the first time the King had seen his grandchildren in person in more than four years, and the couple’s first visit to the UK together since 2022.

It is understood that July’s visit had to be adjusted after the duke’s request for police protection was rejected.

Last year, Prince Harry lost a legal challenge in which he sought to overturn a decision that had downgraded his security after his move to the US.

At the time, he told the BBC that he “can’t see a world” in which he would bring his family to the UK due to the downgrading of his protection.

It is unclear what provisions will be made for their security once they return to the UK.

Royal expert Robert Hardman told the BBC’s Radio 4 Today programme it was likely that some of their past security issues “have been resolved” but details – or who is going to foot the bill – are still unknown.

The children’s enrolment in school indicated a “clear direction of travel”, Hardman said, adding that the children are now going to be raised as “British rather than American”.

In the US, the Sussexes have employed a private security team to protect them.

They offered no comment when asked by the BBC whether that team would be moving to the UK with them.

Sara El-Khawas died alongside her parents Hassan El-Khawas, 55, and Zeina Alayn, 37, on Tuesday afternoon in Shoreham-by-Sea.

A 14-year-old girl who died in the water in a tragic accident that also took the lives of her mother and father has been described as a “sweet and well-liked girl” in a touching tribute from her school.

Sara El-Khawas died alongside her parents Hassan El-Khawas, 55, and Zeina Alayn, 37, on Tuesday afternoon in Shoreham-by-Sea. A young girl who is part of the same family is currently hospitalised in a critical condition after being pulled from the sea, according to police.

Police, paramedics, coastguard crews and a lifeboat were at the scene where the four people were recovered from the water.

It is believed the family travelled from their home in London to visit Shoreham and entered the water from the beach near Shoreham Fort at around 2pm before they got into difficulty.

Ellen Wilkinson School for Girls posted a tribute to Year 8 student Sara following the “tragic incident” during the summer holidays on its website on Thursday.

The school, in the London borough of Ealing, said: “Sara was a sweet girl, well-liked by staff and students and she will be greatly missed.

“Our thoughts and heartfelt condolences are with her family, friends, and all those affected.

“This news will be deeply upsetting for many students, families and staff.”

On Wednesday, Sussex Police said its investigation remains open, but after a review of CCTV footage and initial witness accounts, it is currently thought the deaths were a tragic accident, with no third-party involvement.

Chief Superintendent James Collis said: “The events of Tuesday afternoon are a heartbreaking tragedy which has devastated a family and their friends and had a profound impact on the Shoreham community.”

Some rail passengers in Cambridgeshire are facing “major disruption” on trains heading to and from London. A person has been hit by a train between London and Stevenage this morning (Thursday, August 20).

This has resulted in major disruption on trains bound for London, with disruption expected until at least 4pm. A National Rail spokesperson said: “A person has been hit by a train between London and Stevenage.

“Whilst the emergency services carry out their work, all lines between these stations are closed. Trains may be cancelled, delayed by up to 60 minutes or revised.”

Train companies affected are: Great Northern, Thameslink, LNER, Hull Trains, Grand Central and Lumo. Some trains through Cambridge and Peterborough are affected by this morning’s disruption.

Passengers affected by today’s disruption may be entitled to compensation if they do experience a delay. People are asked to check their journey before they travel.

Ian Philip Moffat, 63, didn’t answer police questions when they arrested him for raping and sexually assaulting the girl.

He then denied abusing her in any way so that she had to give evidence against him at York Crown Court.

The Recorder of York, Judge Sean Morris, who also praised the girl’s courage, said she had been a “compelling witness”.

Detective Constable James Stewart, from North Yorkshire Police’s Safeguarding Investigation Team, said: “During each interview, Moffat only replied with no comment and by pleading not guilty shows his lack of acceptance of any responsibility for the horrendous sexual abuse he subjected his victim to for a number of years.

“I praise the victim for having the courage to report the abuse she endured, and commend her bravery for seeing through the investigation.

“I hope justice being served to Moffat helps the victim with some form of closure, to help her to proceed with her life the best she can.

“I also hope this helps other victims find the bravery to report to police – please know that it doesn’t matter when the abuse took place, you will be listened to.”

Andy Burnham refused to be drawn on Prince Harry‘s security arrangements after it was announced he was returning to the UK for good.

The Prime Minister said it was a ‘private matter’ as questions were raised about who will foot the bill.

The Home Office, which has fought a long battle with the Duke over taxpayer-funded arrangements, has reiterated its security was ‘rigorous and proportionate’.

The Duke and Duchess of Sussex and children Archie, seven, and Lilibet, five, will live in a non-royal residence, while their status as ‘private individuals’ will not change.

Harry previously said it was not safe for his wife and children to travel to the country of his birth.

When he lost a Court of Appeal challenge against the Home Office over his security arrangements while in the UK in 2025, he told the BBC he ‘can’t see a world in which I would be bringing my wife and children back to the UK’.

But their decision that the family will be leaving California and living at an undisclosed location in the UK outside of London raises fresh questions about whether Harry’s opinions over the threat to his family’s safety had changed, or whether he had paid for security privately.

The Home Office, however, appeared to stand firm on its decision not to foot the bill.

A spokesman said: ‘The UK Government’s protective security system is rigorous and proportionate.

‘It is our long-standing policy not to provide detailed information on those arrangements, as doing so could compromise their integrity and affect individuals’ security.’

Mr Burnham, when asked by reporters on a visit to West Yorkshire whether the Government would establish and fund their security, said: ‘Well, this is a private matter.

‘It’s a matter for for Harry and for Megan, and we wish them well in the moves that they’re making.’

Ailsa Anderson, Queen Elizabeth II’s former press secretary, said the public would want answers about how any security arrangements were funded.

She told the BBC Radio 4 Today programme: ‘There will be questions asked – here is a non-working member of the Royal family, back in the UK.

‘Should the British taxpayer really have to foot the bill for his security?

‘People are struggling to put food on their tables, to pay their heating bills.

‘I don’t think it will sit well with the British public if they feel they have to pay for security for two non-working members of the Royal family.’

The Home Secretary does not get involved in security arrangements for members of the Royal Family or other key public figures, and decisions are taken by the Executive Committee for the Protection of Royalty and Public Figures.

The committee’s membership includes the Home Office, Metropolitan Police and Royal Household, who work together to advise the independent chair in making decisions, which are informed by expert risk assessments and in line with Government policy.

The 2025 legal challenge came after Harry and Meghan left the UK and first moved to Canada, and then California, after announcing they wanted to step back as senior royals in 2020.

The Duke has made fleeting visits to the UK since leaving six years ago.

And in July, Harry and Meghan took Archie and Lilibet to see their grandfather, the King, for the first time in four years when they visited Charles and Camilla at Highgrove in Gloucestershire.
