The county council said the delay will prolong the “current period of uncertainty” faced by locals waiting to find out how services will change

A major decision on how local councils will work in the future has been delayed. The Government advised Cambridgeshire County Council on Thursday (July 16) that it has not yet made a decision on Local Government Reorganisation (LGR) for Cambridgeshire and Peterborough.

The Government set out clear criteria in 2025 for LGR, including improving service delivery, strengthening local accountability, and ensuring long‑term financial sustainability for future councils. A county council spokesperson said staff at the authority believed that there were clear options that met these criteria.

They said that the delay will prolong the “current period of uncertainty”. They added that this creates increased risk about whether the timescale set out by the Government can be met.

Leader of Cambridgeshire County Council, Councillor Lucy Nethsingha, said: “I am deeply disappointed that a decision for Cambridgeshire and Peterborough has been delayed, rather than selecting one of the locally developed LGR options that clearly met the Government’s own criteria.

“I also have major concerns that this delay will create a prolonged period of wholly unnecessary level of risk and complexity at a time when our residents and council workers deserve clarity about the future. We will want to reflect carefully on this and consider our options.”

She continued: “Whilst I am deeply disappointed, I am not particularly surprised by this news. This Government has once again demonstrated an inability to make decisions or deliver on time and has, instead, been mired in the chaos of replacing the Prime Minister, all of which have serious impacts upon decision making by Government.

“Shunting this decision to an as yet undetermined point in the future leaves all seven councils across Cambridgeshire and Peterborough in limbo and will leave less time for the existing councils to deliver a safe transition.

“Although we are extremely frustrated by this wholly unnecessary delay, we will continue to work closely with the other six councils in Cambridgeshire and Peterborough and will retain our focus upon ensuring high quality services for our residents and communities.”

The ban comes after 1,100 responses to a consultation which strongly supported introducing an age restriction on the drinks, external.

The new rules will come in via secondary legislation using powers from the Food Safety Act 1990.

Too much caffeine can cause a rapid heart rate, abnormal heart rhythms and seizures.

Although rare, there have been some deaths linked to excess caffeine.

The sugary versions of the drinks can also contribute to obesity and damage teeth, according to The Association of UK Dieticians.

Currently any drink, other than tea or coffee, with over 150mg requires a label warning of its high caffeine content that says it is not recommended for children or pregnant or breast-feeding women.

For most adults, up to 400mg of caffeine a day, or about four cups of instant coffee or five cups of tea, is safe.

Katharine Jenner, Executive Director of the Obesity Health Alliance, praised the policy and said restricting the sales of the drinks to children “at a vital time in their life is just common-sense”.

The British Soft Drinks Association said the ban was “unnecessary”.

A spokesperson said: “Since 2010, our members have committed not to market or promote the sale of energy drinks to under-16s, and all high-caffeine beverages carry a ‘not recommended for children’ label.”

The previous Conservative government had planned to introduce the ban, but scrapped the move in 2022, and said consumption should be a personal choice.

Northern Ireland, Scotland and Wales are also considering a ban.

Campbell’s family shot to worldwide fame with their eponymous reality show, Keeping Up With The Kardashians – which also propelled her into the spotlight.

She frequently appeared on the show, was a guest at their many parties, and made multiple cameos on her famous family’s Instagram accounts. 

But outside of the spotlight, Campbell lived hundreds of miles away from Hollywood in San Diego, where she ran the children’s clothing store Shannon & Co.

It is a store that was also frequented by the Kardashian siblings when they were children.

Christopher has reached a career high with his epic take on Homer’s The Odyssey, with five star reviews for the star-studded movie flooding in from around the globe.

The review embargo lifted on Wednesday ahead of the movie’s release on Friday, and with nearly 60 reviews in so far, The Odyssey has achieved a near-perfect score on review-aggregation website Rotten Tomatoes with a current standing of 99%.

That 99% score places Nolan’s 13th feature film at the top of the pile of his past movies with The Dark Knight trailing behind with a 94% critic score.

The reviews for The Odyssey are almost universal in their soaring praise and five star ratings.

The Daily Mail’s Brian Viner declared that ‘Nolan’s film – its star-studded cast led by Matt Damon, Tom Holland, Anne Hathaway, Robert Pattinson, Charlize Theron and Zendaya – is a glorious cinematic experience, a triumph both of story-telling and movie-making.’

Viner added ‘I rarely say this of movies nearly three hours long – one viewing simply isn’t enough.’

Last week critics rushed to social media to hail Nolan’s 13th feature as ‘flawless filmmaking.’

Universal Studios opted to skip the previews it typically holds for influencers, meaning the majority of the initial reactions on social media come from members of the press invited to the gala premiere in Leicester Square.   

Introducing the movie in London last week, British filmmaker Nolan told the audience that holding the global premiere in London was ‘a full circle moment’ after growing up ‘coming to see movies in Leicester Square’ and ‘dreaming of one day making a movie that would fill this screen.’

During an appearance on ITV’s Good Morning Britain in February 2022, James announced on live TV that he and Chloe were expecting a baby girl. Their daughter Bodhi, who is now three, was born later that summer.

Sadly, the pair announced that they were separating in October 2023. The announcement arrived while their ITV reality show, Chloe Madeley: A Family Affair, was airing.

They said in a joint statement at the time: “We had not planned on releasing a statement at this time – certainly not while the television show was airing – but constant speculation about our marriage has, unfortunately, forced our hand.”

Taking to Instagram this week, Chloe revealed that she marked turning 39 by having dinner with James, who played over 70 times for England. They were joined by little Bodhi as they smiled for pictures together.

Chloe stunned in a sheer white blouse, while former rugby man James sported a blue polo top. The trio feasted on a selection of fish tacos, perfect for any summer meal.

One image shared by Chloe saw her and James, who had a cigar in his hand, posing for a picture with just the two of them in it. She simply captioned the post: “Birthday weekend.”

If that wasn’t enough celebrations for one weekend, personal trainer Chloe later had a meal with her famous parents. Richard and Judy both had huge smiles on their faces as they enjoyed a glass of wine in the heat.

The comments section of the post saw Chloe’s friends and followers rushing to wish her a happy birthday and send her family some love following their busy few days.

Chloe’s update arrives just weeks after James opened up about their split. Appearing on the No Parental Guidance podcast, James noted that he ‘probably didn’t support her [Chloe] enough’ prior to their split.

“I had a lot of DJ gigs away. For the first time that part of my career was going well. I would stay out an extra night and wouldn’t come home, and I probably didn’t support her enough. I didn’t get that stuff right,” he said.

Opening up about how Chloe encouraged him to join the E4 series Celebs Go Dating, James noted: “I was on the fence, and she encouraged me to go for it.

“She’s a good friend and my co-parent, and we’re very transparent with each other. I feel lucky to have that support, it makes everything feel collaborative, and it’s a relationship I truly value.”

Despite them no longer being romativally involved, James said that Chloe remains a ‘good friend’ and they’re ‘very transparent with each other.’ Additionally, he said that he feels ‘lucky to have that kind of trust and support’.

“It makes everything feel collaborative, and it’s a relationship I truly value… Everything I fell in love with in her – her intelligence, her strength – is what I still look for in people,” he said.

The woman died at the scene

A woman has died after a crash involving a bin lorry on Wednesday (July 15). Emergency services were called to Cross Road in Langtoft with reports of a crash.

Lincolnshire Police received a call at 10.35am about the crash on Cross Road near the junction with Langtoft Outgang Road.

A Dennis refuse lorry and a 65-year-old woman riding a pushbike were involved in the crash. The woman was seriously injured and died at the scene. Her family are aware, Lincolnshire Police said.

A force spokesperson added: “We are appealing for anyone who saw either the refuse lorry travelling along Cross Road or the lady on her pushbike prior to the collision or the collision itself, and has not contacted or spoken to investigators already.

“Anyone who has any information or recorded footage that may help our investigation is asked to contact the Investigating Officer by email at SCIUinvestigators@lincs.police.uk or by calling 01522 212316. Incident 139 of 15 July refers.”

Emergency services were called to the scene earlier today (June 16), as a person is throwing what looks to be small items near Rishton Lane near emergency service vehicles.

Pictures and videos sent in to The Bolton News show vans and cars from Greater Manchester Police (GMP) and Greater Manchester Fire and Rescue Service (GMFRS).

A GMP spokesperson said: “Emergency services are currently in attendance at Centenary Court, Bolton, in response to a man on the roof of a property.

“Specialist officers and partners are on the scene, with a cordon currently in place as we deal with the incident. 

“We thank people for their patience as this work is carried out.”

Videos sent in show people standing by the emergency services’ cordon.

A witness said: “I live two minutes away from the street.

“Basically, a guy, as I went down, he was chucking slates to the police cars.”

Another added: “There’s an ambulance, fire engine and police helicopter up in the sky, too.”

This is a breaking news story, and we will give you more updates as we find out more information.

The fire at Dovestone began on Saturday (July 11), and Greater Manchester Fire and Rescue Service (GMFRS) has been working round the clock to contain the spread since then.

The Oldham Times visited the site this morning (July 16), where smoke was still coming from the moorland, with patches spread across several spaces.

All entrances to Dovestone were cordoned off by the police and several walkers were turned away during the time an Oldham Times reporter was in attendance.

One man, who was trying to access the reservoir, said: “It’s just awful.

“I didn’t realise that the whole reservoir was closed, and I come here all the time, so it’s disappointing to get here and find it closed.

“It’s the wildlife I really fear for, so many animals live on these moors, from farm animals to wild ones like hares and deer.

“I can’t bear to think how many of them have lost their home, or worse, died.”

Dave Bell, who owns The Old Cobblers in Greenfield, which is down the road from Dovestone, said: “It’s kind of annoyingly inevitable.

“I think that something more severe needs to be done to stop it, because it does happen, and, you know, if there’s no rain, it’s going to happen.

“It’s always something that sets it off, at least once a year.

“So I don’t really know what the answer is, but maybe stronger restrictions regarding who goes there, what they take up there, whether there needs to be security, whether we need to think about permits for the people that go there, so that they know who they are, because it is obviously a massive problem.

“I think if you asked the fire brigade, they’d say there’s a huge problem.”

Greater Manchester Police confirmed that a 20-year-old woman had been charged with aggravated arson in relation to the fire.

Shania Care-Slede, of Market Street in Hyde, appeared before Manchester Magistrates Court on July 14, where the case was referred to the Crown Court.

She will appear before Manchester Minshull Street Crown Court on August 18, when she will be asked to enter a plea to the charges.

She was also charged with being reckless as to whether life was endangered and dangerous driving.

Hovingham Village Market is launching its Young Enterprise Award to support young local entrepreneurs.

Successful applicants will be charged super-low rents for the first six months and given access to hands-on training and mentoring.

The scheme is linked to the National Market Traders Federation Young Traders Markets Campaign.

Young traders at Hovingham Village Market will also be encouraged to enter the

annual Young Trader Market competition, with the chance to become regional and

maybe even UK champions.

The Young Entrepreneurship Review published by the Princes Trust (now the Kings Trust) in 2021 found that while 53 per cent of 18 to 30-year olds in this country dream of setting up their own business, only eight per cent are actually self-employed.

The report identified three key barriers to young people realising their entrepreneurial ambitions – access to finance and support, confidence and expectation and access to networks.

“Our new scheme aims to take the pressure off, by giving young entrepreneurs a low-cost, low-risk route in.”

National Market Traders Federation CEO Joe Harrison said: “Markets are the ideal platform to test, develop and grow a new business to whatever ends the young traders’ aspirations and ultimate goals for their business are.

“Whether that be continuing on a market, moving into bricks and mortar retailing or wholesaling and manufacturing at a much greater level.”

The scheme is open to all young people aged 16-30, at July 1,2026, who live within 30 miles of Hovingham village (YO62 4LF).

It’s aimed at applicants who are actively involved in managing their stall, making key decisions on what to sell and how. are The market is also looking for new traders who will add to our existing rich mix of stalls. They may be making or growing their own product, or selling unusual items sourced from elsewhere.

They are especially interested in environmentally conscious products and in traders who are passionate about what they sell. In keeping with the Hovingham Village Market ethos, all products should be good quality and distinctive.

The chosen young traders will be asked to pay just £30 to attend their first three

markets – that’s a saving of £40 on the normal three-market price.

For markets four to six, they will pay £45; a further saving of £25. Where necessary, the market will also fund any Public Liability Insurance required for the first six months of trading.

After six months, they may choose to stay on as a regular trader, as part of the Hovingham Village Market ‘family’.

As well as financial support, the market will also provide practical guidance, drawing on its team’s many years’ experience, and one-on-one advice from other market traders.
