In a formal letter dated May 18, 2026 to OCC Comptroller Jonathan Gould, the Senator called the national trust bank charters granted to Ripple AND eight other crypto firms “ILLEGAL” under the National Bank Act. Deadline: June 1, 2026.

The targeted nine: Ripple National Trust Bank, Paxos, First National Digital Currency Bank (Circle), Fidelity Digital Asset Services, BitGo, Foris DAX (Crypto.com), Protego, Bridge National Trust Bank (Stripe), and Coinbase National Trust Company.

What Warren wants:
✅ Full charter applications + confidential exhibits
✅ Legal analyses of National Bank Act compliance
✅ Volume breakdowns of fiduciary vs non-fiduciary activity
✅ All emails, texts, meeting summaries between OCC and President Trump + his immediate family + White House officials about the approvals
🥋 Sensei’s take — and I’m going to be honest with you: this is pressure, NOT revocation. Ripple’s charter is STILL VALID. Preliminary conditional approval granted December 12, 2025. No charter has been pulled. The OCC has defended its authority. The Digital Chamber (top crypto trade association) has sent a counter-letter telling the OCC to STAND FIRM. And critically — this attacks Ripple’s banking license, NOT XRP the asset.

Combine this with last week’s Fed Tier 3 master account pause (May 20) and you see the pattern: the Warren machine is squeezing the banking pathway from BOTH sides. But Trump’s May 19 EO ordering the Fed to open master account access to crypto firms could override both. The drama is real — and the receipts are on screen.
