Le franc CFA, né de la colonisation, est le bon exemple d’une monnaie imposée qui demeure marquée du sceau inégalitaire de ses origines. À l’inverse, les monnaies locales – monnaies choisies – représenteraient la capacité des citoyens à produire et piloter une monnaie à leur seul profit.

Pour Kako Nubukpo, économiste : « Il ne faut jamais oublier que le franc CFA n’a pas été créé pour les Africains. Le franc CFA a été créé pour inciter les colonisateurs français à s’installer en Afrique. Et toutes les garanties liées au franc CFA étaient des garanties données aux Français qui prenaient le « risque » d’aller s’installer en Afrique pour ne pas perdre en pouvoir d’achat. Et donc ce qui s’est passé historiquement, c’est que les élites africaines de la zone franc se sont substituées aux colonisateurs français au moment des indépendances. Ils ont gardé tous ces privilèges que reflète le franc CFA. C’est-à-dire que la puissance de cette monnaie incite à importer massivement les biens et services utilisés par le monde urbain, africain, francophone.

Pourquoi le système tient ? Parce que des réserves de change existent qui permettent de soutenir la parité fixe entre l’euro et le franc CFA. Mais d’où viennent ces réserves de change, qu’on appelle encore des devises ? Elles viennent de l’exportation des matières premières de la zone franc, notamment le café, le cacao, le coton. Donc ça veut dire qu’on a un système qui bénéficie aux élites urbaines africaines de la zone franc, grâce à l’exploitation des producteurs de café, de cacao, de coton. Ce ne serait pas dramatique si les réserves de change étaient utilisées pour construire des hôpitaux, des dispensaires, des pistes rurales, des écoles, des salles de classe pour les enfants des paysans qui produisent ce café, ce cacao, ce coton. Mais on a en fait un système de mauvaise répartition des richesses issues du franc CFA, entre l’élite et les classes moyennes urbaines et les classes rurales de la zone franc. C’est pour ça que le franc CFA est profondément néfaste à des politiques inclusives. Parce qu’il entretient le schéma colonial, qui est le schéma de l’extraversion. »

How did Nazi Germany massively rearm in the 1930s without officially blowing up its budget? The answer lies in a financial scheme called MEFO bills, one of the most creative (and dangerous) accounting tricks of the interwar period.

In 1934, under finance minister Hjalmar Schacht, the Nazi regime created a dummy company called Metallurgische Forschungsgesellschaft (MEFO). Instead of paying arms manufacturers like Krupp or Messerschmitt in cash, the government paid them in promissory notes — MEFO bills — guaranteed by the German Reich.

These IOUs carried 4% interest and could be redeemed at any bank for Reichsmarks. The banks then passed them to the Reichsbank, which quietly expanded the money supply — all while keeping rearmament spending off the official state budget.

The result?

• Industry got paid

• Germany appeared financially stable

• Foreign observers saw no massive deficit

• Rearmament exploded

By 1938, around 12 billion Reichsmarks had been financed this way.

But the scheme was a ticking time bomb. When the bills began maturing, Schacht warned of a financial crash. Hitler responded by firing him and converting the hidden debt into government bonds.

The MEFO system didn’t solve Germany’s economic problems — it postponed them long enough to launch a war.

This wasn’t economic genius. It was controlled financial deception designed to buy time.

The trick bought time, just enough to prepare for war.
