Most of the “upper chest” is actually the sternal head which is worked in all pressing variations. If you press you get bigger chest it doesn’t matter as long as you push hard and get stronger. They are not different muscles. You get bigger chest not bigger upper or lower chest.

Guys he is talking about the percentage of that muscle he isn’t doing 120/100 he is doing 80/100 and 40/100 of that specific muscle group like him doing 80% of the upper chest and 40% of the lower chest
He is so strong his chest has 120% capacity
I guess it means 80% off the max activation of upper and 40% of the max activation of middle+lower?
And so it's not how much the exercise targets each compared to each other, but how much activation % for each

Man ive been doing declined pushups for the last 3, 4 years, but my upper chest is still lacking.
Ive mainly focused on declined pushups in the last couple of yrs but no gains
