President Donald Trump signed a full pardon Tuesday for Devon Archer, a former business partner of Hunter Biden.
Archer and Biden served on the board of Burisma, a Ukrainian energy company central to Trump’s impeachment trial during his first term in office.
White House staff secretary Will Scharf presented the president with the pardon, along with a number of other executive actions, during a meeting at the White House with U.S. ambassadors.
The White House argued that the “tone and tenor” of the prosecution of Archer “changed dramatically after he began to cooperate with congressional investigators and serve as a witness against Hunter Biden and the Biden family,” which Scharf called an “injustice.”
“Many people have asked me to do this. I think he was treated very unfairly. And I looked at the record, studied the record,” the president stated before signing Archer’s pardon. “He was a victim of a crime, as far as I’m concerned.”
Archer was convicted in 2018 of defrauding a Native American tribe relating to the sale of fraudulent bonds. His conviction had previously been overturned before being reinstated in 2020, and the Supreme Court rejected an appeal from Archer in 2024.
