Dr. Mrunal Patel decodes the 16th Finance Commission report chaired by Dr. Arvind Panagariya. He begins with fiscal imbalance – Centre collects far more taxes than states (e.g. Gujarat example) – and explains 41% tax devolution to states plus horizontal devolution criteria (population, area, forest cover).

Grants section: ~₹8 lakh crore for local bodies (₹5.54 lakh crore to panchayats, rest to urban local bodies). Three strict conditions apply – states must form State Finance Commission, hold timely panchayat/ULB elections, and upload audited accounts online.

Basic grant (80%) splits into 50% tied (Swachh Bharat, gutter, water, waste management) and 50% untied (playgrounds, libraries etc., but no AC in sarpanch office or establishment expenses). Performance grant (20%) rewards efficient property tax & user fee collection (minimum ₹2000 per household in panchayats).

Urban-specific grants: special infrastructure for cities 10-40 lakh population and one-time urbanization premium grant for rural-to-urban transition.

Disaster Management: ₹1.5 lakh crore – 20% mitigation (geo-textiles, landslide prevention), 80% response fund. Heatwaves and lightning added to disaster list.

Fiscal deficit targets: Centre 3.5% of GDP by 2030-31, states ≤3%. Commission sharply criticises “revdi culture” of freebies and recommends a new committee to review schemes.

Government companies: loss-making state power discoms “beyond saving” – privatise or close. Any PSU in loss for 3 of last 4 years must be privatised/closed. Shut down inactive companies.
