The SEC proposed Regulation Crypto Assets, the first major tailored crypto rulebook. Projects can raise capital in the U.S. without full securities registration—up to $5 million over four years with simple disclosures or up to $75 million every 12 months with financial reports. Tokens can exit securities status once promised work ends, and federal rules override most state requirements. A 60-day comment period is open.

The move comes ahead of today’s White House crypto meeting with Trump, Atkins, CFTC Chair Michael Selig, and leaders from Ripple, and others.

Separately, the U.S. Treasury will double long-term debt buybacks to at least $4 billion per operation starting September 9 after a sharp rise in yields.

The SEC published Regulation Crypto Assets today, a 402-page proposed rule that creates two tailored exemptions and the first real exit ramp a token has ever had. The public comment period runs 60 days from Federal Register publication, and the comment file is where crypto regulation actually gets written. Dana Love, PhD read the document and breaks down what is in it, what to watch, and what to say when you comment.

Dana Love, PhD breaks down the startup exemption at $5 million over four years with no broker, no funding portal, no accredited-investor gate and no investment caps, and the fundraising exemption modeled on Regulation A at $20 million for Tier 1 and $75 million for Tier 2. He explains the investment contract safe harbor and the certification an issuer files to use it, why Bitcoin and XRP are already on the other side of that door, what state blue-sky preemption means for secondary markets, and why both exemptions being non-exclusive ends eight years of offshore contortions. Then he goes back to Regulation Crowdfunding under the JOBS Act to show how a good exemption gets narrowed one defensible piece at a time, and why this proposal is different while Congress continues to fumble the CLARITY Act.

Matt Hougan believes the next major crypto bull market could be driven by something far bigger than retail speculation. According to the Bitwise Chief Investment Officer, the global financial system is steadily moving on-chain, and that shift could eventually bring tens of trillions of dollars into blockchain-based markets.

In this video, Matt Hougan explains why he believes as much as $100 trillion in traditional financial assets could move on-chain over the next several years. Major financial institutions are already building around stablecoins, tokenization, blockchain settlement, and digital asset infrastructure, suggesting that the transformation is no longer theoretical.

Hougan argues that moving assets on-chain could completely change how financial markets operate. Traditional stock markets are limited by trading hours and settlement delays. Blockchain networks can operate 24/7, settle transactions faster, and dramatically reduce friction.

His comparison is simple. Email did not merely double the number of messages people sent compared with physical letters. Communication exploded because it became instant and inexpensive. Hougan believes finance could experience a similar transformation.

As stocks, bonds, funds, commodities, and other assets become tokenized, transaction activity could increase 10x, 20x, or even 30x. Once artificial intelligence agents and micropayments are added to the system, Hougan believes transaction volumes could eventually become hundreds or even thousands of times larger than today.
