The plans for the care home were withdrawn after police raised concerns about its ‘high risk’ location
Plans for a new care home for vulnerable adults in Peterborough have been withdrawn by the applicant after police concerns.
Mr Peerbocus and Mr Khan submitted a planning application to Peterborough City Council in June to turn the former 11-bedroom Lodge Hotel on Lincoln Road into a six-bedroom supported living and care home facility for vulnerable adults aged 18 and older.
As part of the consultation stage, Cambridgeshire Police warned that the area was considered high-risk due to the levels of crime and raised a number of issues.
A response letter to the application from Jules Hanrahan, Cambridgeshire Police’s designing out crime officer, stated: “Although the documents mention that the residents will be 18+, these persons will as mentioned have vulnerabilities and the following should be considered.
“Lincoln Road continues to experience significant issues around Child Sexual Exploitation (CSE) and Child Criminal Exploitation (CCE), both of which are deeply troubling.
“We’ve also seen incidents of ‘cuckooing’- where the homes of vulnerable individuals are targeted by offenders-as well as a range of drug and weapon offences in the area.
“These patterns are especially alarming when we consider the future residents of the proposed care facility, who are likely to be particularly vulnerable and, therefore, at increased risk of exploitation in this location.”
The letter added: “Given these concerns, I strongly believe that extra caution and careful consideration are needed before moving forward.”
The city council’s adult social care team also raised concerns about the plans and noted that they were not aligned with the team’s local commissioning approach.
A response letter from the adult social care team stated: “We note the concerns raised by Cambridgeshire Constabulary, which identifies the location as presenting a high-risk environment, with significant levels of crime, anti social behaviour, exploitation, and other community safety issues that may disproportionately affect vulnerable adults requiring care and support.
“Based on our experience of commissioning and supporting individuals with care and support needs, larger shared accommodation settings can present challenges in relation to compatibility, safeguarding, risk management, and the delivery of person-centred support.
“These challenges are often amplified in locations where there are heightened community safety concerns. Taking these factors into account, Adult Social Care Commissioning would not support the proposed development of a six bed supported living/care setting at this location.”
The proposal was withdrawn on August 13.
