🚨 XRP Army — connect the dots with me. BNY (formerly BNY Mellon — the OLDEST bank in America and the world’s largest custodian with $50+ TRILLION in assets under custody) just published a major whitepaper on UK CASS 15 safeguarding rules. Their featured case study customer? AstroPay.

Why does that matter for XRP? Because AstroPay was the FIRST licensed Latin American Money Service Business on the Ripple Protocol — launching Ripple LatAm in 2014 across Brazil, Chile, Colombia, Mexico, Peru, Argentina, and Uruguay.

🚨 The CLARITY Act just took its biggest step forward in months — and the timeline is now CRYSTAL clear.
Per Crypto In America’s reporting from Eleanor Terrett (Crypto In America):
The roadmap:
Stablecoin yield deal: LOCKED (Tillis-Alsobrooks compromise) — text public
BRCA / Section 1960 (DeFi): finishing touches THIS WEEK; Sen. Chuck Grassley to weigh in on developer protections
Senate Banking Committee markup: announcement could come THIS WEEK; markup likely week of May 11 OR May 18 (Memorial Day deadline)
Coinbase officially signed off on the yield deal — Brian Armstrong simply tweeted: “Mark it up.”
Ethics provisions: still being “actively negotiated” — likely added after Senate floor (NOT blocking markup)

The compromise translated:
Stablecoins can offer activity-based rewards (cashback, discounts, memberships) but NOT yield on idle balances. Translation: stablecoins for payments, not high-yield savings.
Industry reactions:
Blockchain Association, Crypto Council, Digital Chamber: all support, urge fast markup
Austin Campbell (Zero Knowledge): “In the context of CLARITY, the industry should probably live with this. Banks are clearly winning this volley.”

Senate Banking staffer: “Time for everyone to move on from yield.”
Plus the BlackRock angle: Larry Fink’s $13T asset manager is pushing OCC to drop the proposed 20% cap on tokenized stablecoin reserves — directly tied to BlackRock’s BUIDL fund ($2.6B AUM, backs 90% of Ethena’s USDtb + Jupiter’s JupUSD).
