The plans have caused some controversy in the local community, with one person saying the nursery will result in an ‘increase in traffic at peak times of day’ and pose a risk to ‘passing schoolchildren and other pedestrians’

A lakeside Cardiff care home in an affluent neighbourhood is set to become a nursery despite opposition from neighbours. Peter Reynolds (Acorns) Limited has been granted permission to carry out a significant extension and refurbishment of Cartref Care Home, near Roath Park, to transform the building into a new nursery.

Planning documents read: “The proposed daycare nursery will provide the opportunity to fully restore the existing property whilst retaining the existing key features and layouts of the property.

“The provision of day care nursery facilities is in great demand in the locality and the proposed nursery at 88-90 Lake Road East will be undertaken by Acorn Nurseries who have a proven track record in providing high-quality facilities in the Cardiff and south Wales area.” Never miss a Cardiff story by signing up to our daily newsletter here.

The plans also say that the nursery will provide a “sustainable facility” and create 38 jobs, with 18 full-time positions and 20 part-time roles.

The property is described as a “substantial Victorian detached property” that extends over three storeys.

However, the plans have caused controversy in the local area. Residents submitted objections to the proposals on the basis of traffic, noise, and other concerns.

One comment reads: “The proposed change of use and subsequent increase in traffic at peak times of day, in addition to the poor access, limited road space and poor visibility, risks real and significant harm to passing schoolchildren and other pedestrians.”

Another reads: “The impact of environmental air pollution and noise pollution for surrounding residents and community resulting from the presence of approximately 120 very young children playing outside throughout the day in front of my home and the accompanying vehicles which will be required to drop off and collect the attending children.

“There will undoubtedly be an increase in air pollution from the introduction of these vehicles, larger delivery and collection vehicles, and also from staff vehicles using the site.”

However, two comments left on the planning portal were supportive of the application.

One reads: “We are delighted to support this planning application as it simply improves the look of the building and provides an excellent facility for the local community.”

Julian Donoher, 51, was given a hospital order at Derby Crown Court after admitting manslaughter by reason of diminished responsibility following the fatal stabbing of his neighbour Gerard Ring, 82.

An 82-year-old grea-grandfather was stabbed to death by his neighbour in a “vile, savage and inhumane attack” as he sat in his front garden. Killer Julian Donoher, 51, stashed the weapon and then left the scene.

CCTV footage presented at Derby Crown Court revealed Julian Donoher, 51, approaching Gerard Ring as he sat in his front garden, producing a knife from his pocket and launching the assault on the great-grandfather.

In the recording, Mr Ring, who relied on a mobility scooter and had numerous children, could be heard screaming. His courageous relatives wept and gasped within the courtroom while watching the harrowing scenes.

Following the fatal stabbing, the defendant then made an entirely false and delusional assertion that he had “killed a paedophile” and would be regarded as “a legend in prison”.

Imposing a hospital order upon Donoher, Judge Shaun Smith KC stated: “You have completely shattered the lives of Mr Ring’s family and they will never recover.”

He continued: “They speak of their loss, what might have been, and the horror of what they went through. You brutally and repeatedly stabbed him and afterwards you put the knife in your pocket and walked away not caring about what you had done.”

Mark Heywood KC, prosecuting, described Mr Ring as a much-cherished passionate gardener whose neighbours characterised him as “such a pleasant man”. He explained that from his early twenties, Donoher had been a “long-standing user of cannabis and alcohol who later turned to heroin, cocaine and Mamba” and resided near the victim.

The prosecution revealed that Mr Ring had been sat outside his residence in Whitecross Gardens, just off Kedleston Road, during the afternoon of September 6, 2025, reports Derbyshire Live. Mr Heywood explained: “At 2.55pm, Mr Donoher walked straight up to Mr Ring, who was seated, drew something from his pocket and began stabbing Mr Ring, ripping his head in the crook of his left arm as Mr Ring held his wrist as he did so.

“He made three more stabbing motions.”

The court viewed CCTV footage capturing the brutal assault. Mr Heywood continued: “Mr Ring managed to return inside his home, get inside and lock the door.

“He was still able to use his own phone to call 999 and explained to the operator he had been stabbed by a man he did not know.

“Five wounds were identified and he was conveyed to hospital where, despite the best efforts of the medics, he died at 6.30am on September 9.

“A neighbour asked Donoher what happened and he put his hands on her shoulders and said to her ‘I have killed a paedophile, don’t worry, darling, it’s alright’.

“It is right to say there is no truth at all in this suggestion, this was a delusional comment.”

Mr Heywood noted that upon his arrest, Donovan initially attempted to pin the stabbing on someone else. He informed officers he expected to be regarded as ‘a legend inside prison’ for killing a paedophile.

“He said he had not taken any of his medication for about nine months,” Mr Heywood stated.

The prosecution disclosed that three consultant psychiatrists had been appointed to evaluate Donoher. He stated that all three experts concluded he suffered from a chronic mental illness, with two confirming a diagnosis of schizo-affected disorder.

One of the experts noted that the killer’s use of illicit drugs was “a significant contributing factor” to the incident.

All three specialists recommended a hospital order rather than a custodial sentence, enabling him to continue receiving treatment in the interest of public safety.

Tracey Ring, Mr Ring’s eldest daughter, said: “(This was a) vile, savage, inhumane attack you imposed on my daddy.

“No-one should ever have to watch the horror we did.”

His daughter Kelly Charles said: “My world and life will never be the same again. It is like I am numb, not with it, in a bubble looking out at a world I cannot be part of.

“It has affected me and my children in the most shocking and heartbroken way and I am going to suffer for the rest of my days.”

In her statement, daughter Sapphire Greatorex said: “The trauma of the past year has totally shattered my life. Since his death I feel devastated and have lost my purpose in life.”

Son Gerard Ring added: “He was killed by a coward in his garden – his little spot of paradise where he should have been safe and sound.”

Donoher, of Whitecross Gardens, appeared this week via video-link from a secure unit. He denied murder last week but pleaded guilty to manslaughter on the grounds of diminished responsibility, a plea which the prosecution accepted.

Mr Heywood noted that the defendant has an extensive history of prior court appearances for a range of offences.

The death of Mr Ring has brought a double tragedy upon Tracey Ring, his eldest daughter. Almost two decades to the day before the stabbing, her daughter, mum-of-one Lisa Smedley, was killed by a speeding, dangerous driver as she crossed Warwick Avenue in Derby.

The then 20-year-old victim was fatally injured as she crossed the ring road just days before the third birthday of her daughter, Versace, who is now aged 24.

Ahsan Mushtaq, then aged 23 and of Fairfield Road in Normanton, was jailed for four years and banned from driving for 10 years after he was found guilty of causing her death by dangerous driving.

Aidan Thatcher has been the borough’s director of place since 2022. One of the most senior officers at the council, he was responsible for a wide range of headline services for the council including planning, housing, property and assets, building control, regeneration and economic development.

He headed the department which recommended approval of the controversial Astley warehouses development which was passed by the council’s planning committee in June 2024.

Among the huge projects brought forward during his tenure are the Galleries regeneration in the town centre into the Fettlers complex, the redevelopment at Eckersley mill within the Wigan pier area and attracting more than £20m of regeneration money to transform Haigh Hall.

The Astley logistics park has been roundly criticised for its size and proximity to homes in Tyldesley. An independent report last year concluded that the council had followed planning processes correctly.

The council has also recently changed tack on some employment and new homes projects set to be built on green spaces in the borough.

Last month, four such projects were left out of the draft local plan after being included in earlier strategic development plans.

The document greenlit for public consultation excludes development of The Bell, north of Junction 26 of the M6, the Moss Industrial Estate extension, a pocket of land West of Winwick Lane in Lowton, and the Bridgewater West allocation, which would have seen former greenbelt land in Astley allocated for a huge business park.

Mr Thatcher is a high profile figure in the world of local government and in 2022 delivered a keynote speech at LGC Future Places conference entitled ‘Creating inspiring places; building strong communities’.

He has more than 20 years of experience working within place based services and is a full member of the Royal Town Planning Institute.

It is understood Mr Thatcher left the council post to pursue new challenges.

Reacting to Mr Thatcher’s resignation, Cllr James Fish, an independent member for Tyldesley and Mosley Common said: “I have repeatedly challenged the direction taken by the place directorate, particularly when it comes to major development, green belt and the way residents’ concerns have been handled.

“For me, the Astley warehouses will be a lasting example of what went wrong. “Huge warehouses were approved close to people’s homes and Garrett Hall Primary School, despite serious concerns being raised about the impact on the surrounding community.

“I believe Wigan Council and our communities need a different direction.”

A Wigan Council spokesperson said: “During his time at Wigan council, Aidan has made a valued contribution to the organisation and to the borough.

“He has provided leadership across a wide range of services and programmes and has worked with colleagues, partners and communities to support the council’s priorities.”

Mr Thatcher declined to comment when approached about his leaving Wigan council.

On his YouTube show, Piers Morgan Uncensored, Morgan read out a section of the book – which was published on 22 September – in which Earl Spencer wrote: “They realised they were unable to be rude to the brother of the much-mourned princess…

The statement admitted the factual error, and said that “as an historian, accuracy is important to Earl Spencer. He therefore wishes to clarify that his assumption was incorrect. Earl Spencer apologises to Mr Morgan for this error“.

Speaking to the BBC, Morgan said: “He’s a historian. He should want it removed from the shelves. Why, if you’re doing this for historical record, would you want such a completely untrue series of claims over several pages about a public figure to still be in that book?

“Now you’ve admitted it’s untrue and apologised. He should pull the book.”

In a post on social media on Tuesday, Morgan said he was “pursuing legal action against him and his publisher Penguin to have the lies removed, and damages paid to the King’s Trust”.

The council is calling for support from both the Welsh and UK governments

Cardiff Council will vote on whether to ramp up its enforcement against “rogue retailers” on the city’s high streets. On September 24 councillor Owen Jones, who represents Adamsdown ward, will present a motion to the council called “Tackling Illegal Activity on Cardiff’s High Streets and Strengthening Enforcement Against Rogue Retailers”.

The motion calls on the council to strengthen local enforcement and the use of its existing powers by exploring ways to introduce a “more proactive and intelligence-led enforcement approach, reducing reliance on lengthy reactive processes”.

This is in addition to working “closely” with South Wales Police, HMRC and other groups to deliver a “coordinated multi-agency response aimed at organised criminal networks rather than solely individual premises”. Never miss a Cardiff story by signing up to our daily newsletter here.

According to the motion this comes after recent enforcement action against multiple premises selling “illegal tobacco and vaping products” following Shared Regulatory Services (SRS) investigations.

SRS provides environmental health, trading standards, and licensing enforcement across Cardiff, Bridgend, and the Vale of Glamorgan.

The motion recognises that “Cardiff’s high streets should support legitimate enterprise and investment, not provide opportunities for organised criminal networks to establish and expand their activities”.

It notes many commercial buildings in Cardiff experience “long-term vacancy, decline, or an unmanaged proliferation of single-use outlets, including vape shops, barber shops, and other repetitive low-footfall businesses” as a result of outdated planning frameworks and that local residents feel frustrated over their lack of influence over their high street.

The motion also calls on the Welsh Government to “provide additional resources to local authorities to strengthen Trading Standards and wider enforcement capacity, enabling more rapid intervention against rogue operators” and to “review and enhance” local authorities’ powers to enable more effective action against businesses engaged in illegal activity.

This is in addition to amending Welsh planning regulations to require dedicated permissions for vape shops.

And it calls on the UK Government to “introduce stronger measures to disrupt illicit tobacco and vaping supply chains, including enhanced border enforcement and import controls”.

Both the proposer, councllor Jones, and the seconder, councillor Lexi Gauci, are members of Welsh Labour, the party currently in control of Cardiff Council.

The 911 dispatch call from Presley Gerber‘s suspected overdose revealed that he went into cardiac arrest before his death at 27.

The Daily Mail has obtained audio from the emergency call made from the Los Angeles rehab as an automated voice could be heard saying ‘cardiac arrest’ followed by ‘overdose.’

Perhaps the most chilling detail from the clips is how rapidly Gerber’s condition worsened within minutes.

The first call was made on Sunday, September 20 at 9:35am regarding a cardiac arrest, however, just three minutes later it was upgraded to an ‘overdose,’ then finally at 9:40am the priority was upped once again as it was ‘upgraded’. 

On Sunday, it was announced that Presley, whose mother is supermodel Cindy Crawford and father is entrepreneur Rande Gerber, has died in a rehab facility following a years-long struggle with drugs, panic attacks and his mental health. 

A Santa Monica Police Department spokesperson confirmed to The Daily Mail on Monday that emergency services were called to a luxury rehab Presley had been staying in on Sunday morning – before he was pronounced dead at the scene.

‘On September 20, 2026, at approximately 9.35am, Santa Monica Police Department officers responded to a report of a possible overdose in the 1000 block of Berkeley Street. Upon arrival, officers located an adult male who was deceased,’ the statement read.

‘SMPD detectives are investigating the death as a suspected overdose. At this time, there is no indication of foul play. The investigation remains ongoing.’

The Los Angeles County Medical Examiner has not determined the official cause of death yet but the autopsy was completed as of Monday morning and Presley’s body was ready for release. 

Per TMZ, Presley had been staying in a separate house on the grounds of the LA rehab, and had roommates. It was also claimed Presley had only checked into the rehab on Saturday night, hours before his death.

 The Daily Mail has reached out to representatives for the Gerber family and has yet to hear back. 

The medical examiner’s office told People on Monday, ‘Death was pronounced at 09.45 hours on September 20, 2026, by responding paramedics.’

The model had been open about his decade-long struggle with drug addiction and mental health struggles. 

Earlier this year, he posted about having a ‘Pre-ibogaine flood dose’ at a Mexican treatment clinic, a single, high-dose administration of the naturally occurring psychoactive substance ibogaine.

The first call was made on Sunday, September 20 at 9:35am regarding a cardiac arrest, however, just three minutes later it was upgraded to an ‘overdose,’ then finally at 9:40am the priority was upped once again as it was ‘upgraded’ – Gerber pictured in January 

Ibogaine is derived from an African shrub and is reported to help withdrawal symptoms. The high dose is designed to induce a profound ‘reset’.

Presley’s parents and his sister Kaia praised him for his ‘courage’ in response to his post about starting the treatment in March.

Crawford commented: ‘You are a warrior! Walked thru the fire to find yourself! So proud!’ while Kaia added: ‘That’s my brother I am so damn proud.’

And Rande wrote: ‘I’m so proud of you and your courage. Facing what’s hard takes real strength and watching you find your way back to yourself is everything. I love you so much.’ 

Ibogaine is classified as a Schedule I controlled substance in the US but it is legal or permitted on prescription in countries such as Canada and Brazil while it is used in specialised clinics in Mexico.

Presley praised the Beond Ibogaine clinic in Cancun – where treatment starts at $12,500 for a ten-day programme – for its ‘incredible, caring, kind and on-their-s*** team.’

Presley said in a video caption: ‘I was absolutely terrified, and I knew I would be again if I ever had to face something like this (helps to not go into the situations you do that get ya there but that’s life sometimes.)

‘My mantras were love yourself and lis gotta be the last time for this reason. letting go of control didn’t come easy, but I trusted there was something bigger than me guiding it.

Beond Ibogaine commented on the post at the time, writing: ‘Thank you for sharing this so openly. We know how much courage that moment takes, and we’re really proud of you for facing it with so much honesty and heart. It was an honor to support you.’

Beond Ibogaine’s website states that ‘Ingesting a large enough dose induces a temporary psychedelic experience that can last several hours, normally with no significant side-effects.

Admitting he was ‘absolutely terrified’ to go through the controversial treatment, which is illegal in the US, Presley was supported by his parents and sister Kaia Gerber for his ‘courage’

‘For hundreds of years, indigenous African peoples… have ingested large doses of Ibogaine in its raw root bark form for its spiritual and healing properties.

‘Over the past 30 years, Ibogaine has been administered in various clinics around the world for medical treatment purposes, most often to treat drug dependence.’ 

Despite its ban, public figures including singer Melissa Etheridge, who lost her 21-year-old son Beckett to a fentanyl overdose in 2020, and Khloe Kardashian’s ex husband Lamar Odom have endorsed Ibogaine’s benefits.

Last November, Presley revealed he had taken a step back from social media to ‘take care of my own mental health for a bit.’

One month later, he opened up about his personal life in a candid social media video. He started sharing ‘Mental Health Mondays’ videos on his Instagram. In one, he listed the medication he takes for ‘night terrors’ and ‘panic attacks.’

‘I feel like honesty is the best policy,’ he began. 

He also said his use of medication had been ‘fluctuating up and down depending on what’s been going on in my life.’ 

In December, the media personality opened up about medication he is taking to aid in his struggles which include ‘night terrors’ and ‘panic attacks’

Last November, Presley was open with his mental health and told how he had taken a ‘step back’ to take care of himself

‘Unfortunately, I’ve had a lot of loss in many different forms recently, so that is not an excuse, but it’s the reason why I am where I’m at now,’ he shared. 

He did not go into detail about the ‘loss’ he referenced but went on to explain that he would experience panic attacks that were ‘really, really bad.’ 

In one particularly bleak admission, he confessed he no longer even knew precisely how much of one medication he had been taking.

‘Who f***ing knows anymore,’ he said.

He acknowledged that navigating the advice he received from medical professionals could itself be frightening. 

He noted in the Instagram reel that ‘doctors say a lot of different things so it’s kind of scary. But hopefully between my research and their research and the world and God, we can finally figure this out.’

In July 2025, he spoke about bringing healthy habits into his life. He talked about his upbringing noting how he grew up as a ‘very active’ child who would be playing sports including swimming, surfing and water polo.

It was when he started working that he said sports suddenly became less of a priority – and it took a toll on his mental health. 

‘The quality of life rapidly decreased.’ He said it took ’10 years’ to figure out that he needed to reconnect with physical activity again.

The tragedy cuts short the life of a model who had seemingly been destined to follow his famous mother into fashion from an early age. 

A spokesman for Crawford told the Daily Mail on Sunday: ‘The family is asking for privacy during this very difficult and painful time.’ 

Presley started modeling at age 15 and was featured in campaigns for fashion labels such as Dolce & Gabbana and Calvin Klein. 

Presley was signed to IMG models and appeared in a 2018 Pepsi ad with his mother.

He also struggled with mental health at a young age and was arrested for driving under the influence in 2019. 

Presley had also talked about the lack of ‘direction’ he has from doctors when it comes to his medication. 

He spoke openly about feeling lost as he attempted to navigate his mental health problems – even revealing that he had seen 15 psychiatrists. 

The model complained that doctors had given him an overwhelming array of medications but too little guidance about how to manage them.

‘I’d like doctors to be like, ‘Take this three times a day.’ But every psychiatrist I’ve had – and I’ve had 15 – are like, ‘Here’s 20 medications and take this if you feel like this, take this as needed.’

‘And I’m like, ‘No, don’t give me that much leeway.’ I need some direction,’ he continued. 

His death comes just weeks after his younger sister Kaia Gerber, 25, opened up about the enormous toll her brother’s struggles had taken on their famous family – admitting the turmoil had effectively ‘leveled everyone.’ 

‘When something like that happens in a family, it kind of levels everyone,’ she told Vogue.

Kaia also revealed last month that watching her brother battle his problems led her to cast herself as the family’s ‘easy’ child and someone who did not want to add another burden for their parents. 

She explained: ‘I think that’s also why I started to self-​identify as the easy one and never wanted to ask for help. Because it felt like too much to have two children who were needing.’

But she also praised her brother’s willingness to strip away the secrecy surrounding his struggles.

She described his honesty and openness as ‘refreshing,’ contrasting it with the intensely private way their parents had traditionally handled family life.

‘My parents for most of our lives were very, very private and didn’t share anything – and now we have this absolute teacher, my brother, who says, ‘I’m gonna be very human for everyone.’ There’s only so much you can hide from the world,’ she said.

‘And trying to put a lid on something just makes the person feel like you’re ashamed of them,’ she noted.

Presley appeared to be particularly close with his parents and sister. He is seen with his father Rande Gerber, mother Cindy Crawford and sister Kaia 

This past May, Presley expressed gratitude for his father in a heartfelt Instagram post.

He shared a photograph of the pair paddle boarding together and paid an emotional tribute to the man he said had steadfastly supported him through his darkest periods. 

‘I have the best father in the world. He’s never given up on me. He’s always there for me. Always has the best advice for me. I appreciate this man more than words can explain. I love you pops. To more paddle boarding days around the world.’

His mother Crawford showed her support in the comments, writing, ‘My boys!’.

The father of two wrote, ‘I am honored [to] take this ride called life with you over and over any time. Sometimes we may fall but with a little help always get back up. I love you forever Prez.’

Presley was open about his mental health struggles noting how he had issues from ‘a very young age’ – and labeled it as ‘the ultimate pandemic.’

During an appearance on the Studio 22 podcast in 2023, Presley had shared: ‘It is such a big part of my life. It’s a 24/7 job, and there’s so much to it. 

Even while struggling himself, Presley said he hoped his experiences might ultimately allow him to help others facing their own battles. 

‘Having struggled with mental health, depression and some other things that come along with that, I think that whether I help one person or a hundred people get out of that place that I was in at one point in my life, that’s all I need to do,’ he said.

‘That is really what I want to do – help people, whether you’re depressed, you’re struggling with something that is having a negative effect on your body.

He added: ‘I’ve seen a lot of stuff and I’ve learned a lot of things. What I hope I can do is have made the mistakes for some other people, so they don’t have to make the same mistakes that I made.’ 

It was a star-studded affair for the Vogue World event held in Milan on Tuesday night which attracted some of the biggest names in the fashion and celebrity world.

Coinciding with the start of Milan’s Fashion Week, Vogue headed to the city to host the spectacular event, held at the Galleria Vittorio Emanuele II, which is the oldest shopping arcade in Italy.

Jennifer Lopez, 57, led the arrivals as she turned heads with her usual Hollywood glamour – showing off her incredible curves in a low-cut black gown from Dolce & Gabbana.

The strapless corset-style dress was teamed with chic sheer gloves, a statement silver and emerald necklace and pointed heels to boost her height.

She was flanked by designers Domenico Dolce and Stefano Gabbana as she left her swanky hotel earlier in the night to head to the venue.

Actress Dakota Johnson, 36, was also in attendance as she flashed plenty of skin in an open black jacket which she teamed with a stylish sheer skirt. 

Heidi Klum, 53, Naomi Campbell, 56, and Monica Belluci, 61, all opted for chic black looks too as they posed up a storm ahead of the show.

Pamela Anderson, 59, meanwhile was the epitome of sophistication in a gold silk Ferragamo gown and on this occasion did opt for a glowing face of makeup after recently opting for more natural looks.

Hunter Schafer, Amy Jackson and her husband Ed Westwick, Jason Momoa and Donatella Versace were among the other huge names in attendance.

The theme this year for the Vogue event was ‘craftsmanship and the human touch’ in the age of technology. 

Vogue’s global editorial director Anna Wintour said of the event: ‘Milan is one of the great European capitals of craftsmanship, where heritage and modernity meet, and where art, literature, opera and industry have long converged.

‘There could be no better place for Vogue World to honour everything that is extraordinary about this city than the Galleria Vittorio Emanuele II.’ 

Vogue plan to showcase ‘the timeless story of Made in Italy’ with acts focused on Italian handcrafts and innovation. 

There will be a special musical collaboration with the Teatro alla Scala Chorus and Vogue have promised there will be ‘a few special guests’ who will make an appearance for the show.  

The event will raise money for the redevelopment of the Quarto Oggiaro Library in northwestern Milan. 

Following the main runway event, the public can visit an exclusive lifestyle hub called the Vogue Café, running from Thursday to Saturday at the historic Palazzo dei Giureconsulti. 

Milan is the fifth edition of Vogue’s global fashion spectacle.

Vogue World started in 2022 in New York. 

After the Covid pandemic, they helped revitalise the city’s Fashion Week with a catwalk show on the street. 

The following year it headed to the historic Theatre Royal Drury Lane in London and then headed to Paris in 2024, with more than 500 models, athletes and performers participating in the show. 

Last year, Vogue World took place in Los Angeles with Nicole Kidman making a surprise appearance in custom Chanel on the catwalk.

The event will be livestreamed globally on Vogue’s website.
