Financial Theory (ECON 251)

This lecture gives a brief history of the young field of financial theory, which began in business schools quite separate from economics, and of my growing interest in the field and in Wall Street. A cornerstone of standard financial theory is the efficient markets hypothesis, but that has been discredited by the financial crisis of 2007-09. This lecture describes the kinds of questions standard financial theory nevertheless answers well. It also introduces the leverage cycle as a critique of standard financial theory and as an explanation of the crisis. The lecture ends with a class experiment illustrating a situation in which the efficient markets hypothesis works surprisingly well.

Brad Garlinghouse just posted one of the most powerful statements in XRP history: after 11 years at Ripple, spending a day in DC meeting with Senators Hagerty, Moreno, Tim Scott, Boozman, and White House crypto adviser Patrick Witt — “I know we are closer than ever. The CLARITY Act window is open. And now is our moment to act.” At Semafor, he told the audience: “When people are at their peak frustration, that’s when they finally compromise, and it gets done. I think we’re there.”

The markup just hit a delay — the Senate Banking Committee schedule shifted to the Kevin Warsh Fed Chair nomination hearing, pushing the CLARITY Act markup to the final week of April (27th) or even early May. Tim Scott’s latest schedule did NOT include the CLARITY Act, sparking concerns. But there’s a major catalyst: Senator Tillis is expected to release the CLARITY Act compromise text THIS WEEK, saying “the language has come together well.”

Here’s what the CLARITY Act does to XRP if it passes: XRP gets formally classified as a DIGITAL COMMODITY under CFTC jurisdiction — permanently, by law. Not by an interpretive release that can be reversed. A LAW. That classification unlocks institutional floodgates — pensions, sovereign wealth funds, 401(k)s, bank balance sheets. And Lummis warned this is the LAST CHANCE to pass the CLARITY Act until at least 2030. The window is narrow, the stakes are massive, and Garlinghouse is in the room.
